Job summary

Ledcor Building seeks a Senior Project Manager to oversee complex institutional programs across Ontario. You will lead pursuits, client engagement, and procurement strategies, then transition to project leadership for execution and client representation.

The role requires 10–15+ years with a general contractor on defence/institutional projects, and eligibility for a Government of Canada Secret Security Clearance. On-site presence across Ontario is essential.

Qualifications

• 10-15+ years of progressive GC leadership on complex projects.
• Post-secondary education in CM/Engineering/Architecture.
• P.Eng., PMP, Gold Seal or equivalent assets are a plus.
• Track record on institutional/defence/government programs valued at $250M+.
• Experience with military, federal government, or similar complex sites preferred.
• Understanding of federal procurement, security, and public-sector delivery.
• Experience supporting pursuits, proposals, and client presentations.
• Knowledge of design-build, CM, and P3 delivery models.
• Knowledge of risk, governance, and project controls for regulated projects.
• Willing to obtain/maintain Government of Canada Secret Security Clearance.

Responsibilities

• Lead full lifecycle from preconstruction to closeout for complex institutional/defence projects valued between $100M and $1B+.
• Support business development, pursuits, client relationships, proposals, and strategic capture planning.
• Partner with estimating, design and operations to craft winning execution strategies.
• Develop and execute project strategies aligned with client objectives and financial targets.
• Maintain strong relationships with military, federal/provincial/municipal, and institutional stakeholders.
• Oversee project controls including scheduling, budgeting, forecasting, procurement, risk, and contracts.
• Provide executive-level reporting on performance, opportunities, and risks.
• Lead multidisciplinary teams across engineering, construction, commercial, and client groups.
• Ensure compliance with government security requirements and public-sector procurement.
• Mentor senior project leaders and support recruitment and succession planning.
• Champion safety, quality, innovation and continuous improvement.
• Represent the organization during negotiations with clients, consultants, agencies and partners.
