School District No. 83 is presently seeking
SENIOR PAYROLL & BENEFITS CLERK

School District No. 83 (North Okanagan-Shuswap) invites qualified individuals to apply for a regularfull-time Senior Payroll & Benefits Clerk position at the District Education Support Centre. This CUPE union position offers rate of pay of $33.43 per hour, with competitive benefit package, and is scheduled for 12 months per year.

THE DISTRICT

In the School District, we serve just over 6,700 students and 1200 staff across 26 schools operating through a variety of sites located throughout Shuswap Lake and North Okanagan. We are known for strong academic achievement, a thriving trades and careers program, and a rich culture of school athletics. The school district enjoys comprehensive Local Education Agreements with each of four First Nations bands. One elementary, one middle, and one secondary school offer French Immersion. Under thesupervision of theManager ofPayroll, this position is responsible forpreparing and processing payroll, maintaining accurate records associated with payrolls, and generating a variety of payroll-related reports. This role includes maintaining current information related to benefit plans, as well as responding to inquiries regarding payroll and benefits. This position will also assist in training staff, as required, in payroll processing and the maintenance of benefit records.

DUTIES AND RESPONSIBILITIES INCLUDE
  • Input details and changes in preparation for payroll processing ensuring compliance collective agreements and federal/provincial statutes.
  • Reconcilecompleted payrollsand ensure payrolls are in balance.
  • Maintain appropriate documentation files supporting all payroll transactions for each of the payrolls.
  • Make sure of the accuracy and timelines of payroll payments ensuring compliance with all contractual and legal requirements.
  • Maintain comprehensive and detailed personnel, statistical and other records used by thedistrict, the benefit carriers, the Ministry or the individual.
  • Monitor a variety of items including sick leave, pension credits, leaves of absence, employment history, union business, discretionary days, records of employment, bank confirmations, long andshort-termdisabilities, time sheets/entry, pay rates, bank accounts, leave plans, etc., as required.
  • Prepare all related payables within deadlines including CPP, UIC, tax, pensions, union dues, benefit deductions, etc.
  • Prepare periodic and annual reports relating to payroll as required.
  • Ensure all data is reconciled in preparing the reports.
  • Assist with training of staff as required in the appropriate methods to process a payroll, reconcile and balance payroll and benefits records.
  • Submit new applications, changes, deletions or additions of benefits to each of the carriers.
  • Respond to telephone and in-person inquiries from district staff regarding payroll or benefits issues.
  • Orient new employees to the benefit package and determine eligibility.
  • Discuss benefit options with employees who are leaving the employment of the district or who are onleavesof absence.
ABILITIES, KNOWLEDGE AND SKILLS:
  • Demonstrated knowledge of payroll processes,practices, and reconciling procedures.
  • Advancedknowledge of computerized payroll/HR systemsin alarge unionizedorganization.
  • Demonstrated ability to uselarge employer Payroll and Human Resources software.
  • Demonstrated ability to efficiently operate office technology such as copiers, scanners, and phone system.
  • Excellent organizational skills, including the ability to prioritize workloads, multi-task, enter data accurately and efficiently, and work independently.
  • Demonstrated ability to work under pressure and meet deadlines.
  • Demonstrated ability to communicate in an effective, cooperative and confidential manner with employees and outside agencies.
  • Ability to assist in training in payroll processes, benefit plans and reconciliation processes.
  • Ability to comprehend and understand the application of Collective Agreements, contract obligations, benefits coverageand when to coordinate with otherPayroll/HR employees for clarification.
  • Demonstrated ability to work as a team member.
  • Demonstrated knowledge of Employment Standards Act.
QUALIFICATIONS REQUIRED
  • Completion of Grade 12plus at least one-year of post-secondary business education.
  • Three years current experience in processing computerized payroll and all related functions in a medium to large union organization with a demonstrated thorough knowledge of the payroll process and benefit plan administration.
  • Certified Payroll Compliance Practitioner (PCP); OR successful completion of a diploma or certificate program at a recognized post-secondary institution in an accounting/payroll program; OR and equivalent combination of education and experience.
  • Experience with multiple collective agreements.
  • Demonstrated keyboarding skill of 60wpm.
  • Demonstrated ability to operate computers and sophisticated application software for Payroll, HR and Microsoft Office(Atrieve- PowerSchoolexperience would be an asset).
  • Demonstrated competence in electronic bookkeeping.
  • Advanced level of organizational and communication skills.
  • Training experience or education would be considered an asset.
