Senior Manager, LRT Operations & Maintenance

Job summary

Metrolinx is seeking a Senior Manager, Operations and Maintenance to lead LRT operation and maintenance contracts in revenue service. You will steer strategies, ensure safety and regulatory compliance, and oversee performance across programs in the Greater Golden Horseshoe.

You will build broad stakeholder relationships, guide project agreements, and chair committees while managing multi-disciplinary teams. Travel across the GTHA will be required as needed.

Qualifications

• Completion of a relevant business degree (e.g., transportation, engineering or a related discipline) or a combination of education, training and experience deemed equivalent.
• Demonstrated progressive senior experience leading a large group of multi-disciplinary staff and/or managing large operating agreements or projects, preferably in the transportation and/or public transit sector.
• Knowledge of rules and regulations established by Transport Canada (TC), CTA, CUTA, AREMA, FRA, AAR, APTA, TAC and Ontario provincial and municipal standards, codes, safety and environmental legislation.
• Experience-based knowledge of commuter rapid transit (e.g., Subway, LRT, BRT), system planning, design, and delivery.
• Management and leadership skills to manage a team of professionals; develop long term staffing/capacity plans.
• Knowledge of project management principles, including budget and schedule controls, leading teams/consultants on multiple projects.
• Interpersonal and presentation skills.
• Willingness to travel to offices of government agencies and railway facilities within the GTHA as needed.

Responsibilities

• Manage development and implementation of strategies for management, oversight and improvement of operational matters of Metrolinx’s LRT Projects.
• Build and manage relationships with internal and external stakeholders, partners, government representatives, contractors and vendors.
• Support development and lead execution of overall strategy for operations and Project Agreement oversight for contracts with Vendors and Partners.
• Provide senior leadership in processes ensuring safety, regulatory and legal requirements related to LRT development and Operator & Maintainer activities are met.
• Chair meetings and committees with internal and external stakeholders.
• Review and approve plans and submittals from Partners and vendors to ensure contractual compliance.
• Participate in safety investigations related to operations and maintenance activities.
• Act as On Call member to support business objectives.
