Job summary

Metrolinx is hiring a Senior Manager for GO Expansion Operations to oversee transition to the modern GO network. Lead corridor projects, coordinate with rail operations, procurement, and capital delivery teams, and drive safety and efficiency initiatives across the expansion program.

You will mentor teams, set objectives, and ensure timely delivery of project milestones while representing the organization in meetings and external engagements.

Qualifications

  • Bachelor's degree or equivalent in Business Administration or Transportation Planning.
  • Minimum ten years' progressively senior experience in railway operations, corridor engineering, contract management, and customer service.
  • Knowledge of railway safety rules and applicable legislation is an asset.
  • Leadership skills to mentor and develop unit teams and manage contractors.

Responsibilities

  • Identify elements to improve performance, efficiency, and quality of rail operation, including infrastructure, signaling, and communications.
  • Develop project strategies and provide administrative and technical leadership for corridor projects.
  • Plan objectives and control activities to support service increases with operations and project teams.
  • Review project designs for compliance and risk, and mitigate exposure.
  • Deliver presentations and act as ambassador for Metrolinx and initiatives.
  • Manage relationships with internal cross-functional departments to ensure project progression and seamless deployment.
  • Lead development of standards, guidelines, and management control systems for safety, environmental sensitivity, and cost accountability.
  • Develop recommendations for capital project budgets for corridor infrastructure projects.
  • Provide mentoring, coaching, and guidance to staff and project teams; monitor timelines and performance.

Job description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Senior Manager, GO Expansion Operations provides management and oversight through an Operational lens to support the transition to the modern and expanded GO network.

What will I be doing?
  • Identify elements to improve the performance, efficiency, and quality of the rail operation, including additional track infrastructure, signaling, fleet functionality improvements, and communication systems
  • Develops project strategies while providing overall administrative and technical leadership and oversight to multiple corridor project activities to ensure coordination of efforts and successful completion
  • Plans, sets objectives and controls activities during the development of the corridor projects that support service increases in conjunction with operations and project teams
  • Review project design activities through an O&M lens to proactively identify any areas of potential exposure or non-compliance; recommends appropriate actions to mitigate risk
  • Delivers presentations, attends meetings, and provides acts as ambassador for the organization and its initiatives
  • Partners, and manages relationships with, internal cross-functional departments (e.g. rail operations, corridor delivery group, procurement, capital project delivery teams) to ensure progression of project and seamless commissioning/ deployment into operational service
  • Leads the development of standards, guidelines and management control systems that maximize safety, environmental sensitivity, and expense accountability
  • Develops recommendations for management associated with capital project budgets for corridor infrastructure projects
  • Provides senior leadership oversight and direction to staff and project teams (e.g. defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps
  • Provides mentoring, coaching and guidance to team members while maintaining effective leadership qualities
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Transportation Planning, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Minimum ten (10) years’ progressively senior experience in railway operations, railway corridor engineering, contract management, and customer service, preferably in the public sector and/or a unionized environment; experience with both freight and passenger rail is considered an asset. Freight and passenger rail experience is an asset
  • Knowledge of the applicable legislation and railway operating rules affecting railway, environmental, public, and employee safety is an asset
  • Leadership skills to manage, mentor, and develop unit teams; experience in the application of collective agreement provisions to monitor and manage employees and contractors
  • Experience with vendor management to manage development and delivery of externally provided products and services and monitor service delivery and performance against contract provisions
  • Influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and on construction sites; to work effectively with specialists across multiple sectors
  • Occasionally required to work nights and weekends to visit construction sites and public meetings.

    Certifications or Designations:

  • Canadian Rail Operating Rules (CROR) certification an asset
  • Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) an asset
