About the Role:
We are seeking a dynamic, strategic minded, and experienced Senior Manager, Airport Terminal Planning & Analytics to lead the planning and development of terminal facilities and apron areas at Billy Bishop Toronto City Airport (YTZ). Reporting directly to the Chief Operating Officer, this role is pivotal in ensuring operational efficiency, elevated passenger experience, and alignment with Canadian aviation standards—while supporting the airport’s long-term growth, commercial performance, and sustainability goals. This position merges technical planning expertise with data-driven decision-making and customer experience strategy.
Key Accountabilities
Terminal and Apron Planning:
- Develop and oversee comprehensive master plans and detailed designs for terminal facilities outlining short-term and long-term projects to optimize passenger flow, operational functionality, service quality, and commercial opportunities.
- Ensure terminal layouts enhance the passenger journey through intuitive wayfinding, minimal walking distances, seamless airside/landside connectivity, and service level improvements.
- Analyze current and projected passenger demand, gate capacity, circulation zones, and holdroom configurations to align infrastructure with growth forecasts.
- Incorporate sustainability into terminal/apron planning (e.g., energy-efficient infrastructure, renewable energy systems, LEED standards, waste reduction).
- Lead integration of emerging technologies (e.g., autonomous vehicles, biometric processing, digital signage) into future-forward terminal and apron designs.
- Plan for operational flexibility and resilience to manage irregular operations (IRROPS), surges in demand, external disruptions (e.g., weather, security).
- Collaborate with Commercial and Concessions teams to optimize retail, dining, and lounge areas based on spatial data, passenger demographics, and revenue potential.
- Identify underutilized areas within the terminal for new or expanded revenue-generating and customer service concepts.
Project Management:
- Manage planning projects from concept development through implementation, ensuring delivery on time, within budget, and in alignment with strategic goals.
- Prepare and present planning documents, feasibility studies, business cases, and technical reports to internal and external stakeholders.
- Coordinate with architects, engineers, and contractors on design intent and execution.
- Work closely with the Program Management Office (PMO) and Engineering during project delivery phases to maintain consistency with original planning vision.
- Support long-term capital investment planning and infrastructure prioritization in alignment with commercial and passenger experience strategies.
Stakeholder Engagement and Alignment:
- Engage airlines, ground handlers, regulatory authorities (e.g., Transport Canada, CBSA), and community stakeholders to align planning with operational and policy objectives.
- Serve as a liaison for terminal and apron planning in regulatory and environmental review processes.
- Prepare and present planning visuals, simulation results, and analysis material at team meetings with Nieuport and PortsToronto staff as well as airport stakeholders to review projects and provide updates.
- Act as a technical planning advisor across Nieuport departments and a subject matter expert on terminal infrastructure.
- Act as a strategic partner to the COO, supporting board presentations and long-range development planning; support briefings, business cases, and feasibility studies.
Data Analysis and Modeling:
- Utilize simulation software and advanced planning tools (e.g., CAST, MassMotion, AviPLAN, Transoft) to model passenger flows, gate utilization, and aircraft movements.
- Analyze real-time and forecasted data on passenger volumes, dwell times, processing times, and performance metrics (e.g., OTP, baggage wait times) to identify trends, inefficiencies and opportunities for improvement.
- Conduct space planning and gate allocation studies to maximize terminal efficiency and aircraft turnaround.
- Maintain specialized databases of planning-related drawings, reports, and digital assets in collaboration with consultants and internal teams.
- Use data to identify new, underutilized or expanded revenue-generating opportunities or customer service enhancements within the terminal footprint. Collaborate with Commercial and Concessions teams to optimize retail, food & beverage and advertising opportunities using data.
- Develop data dashboards and visualizations using BI platforms (e.g., Tableau, Power BI) to support executive decision-making.
Compliance and Standards:
- Ensure terminal and apron planning activities comply with relevant federal and provincial regulations and standards.
- Stay current on trends in airport planning, sustainability practices, infrastructure resilience, and technology integration.
- Translate aircraft fleet mix and operational gating requirements—including aircraft size, configuration, and servicing needs—into terminal layout, gate planning, and stand allocation strategies
May occasionally be assigned other duties for training purposes, technological changes, or emergency response.
Key Qualifications
Education & Certifications:
- Bachelor’s degree in Urban or Airport Planning, Aviation Management, Transportation, Engineering, Architecture, or a related field.
- Master’s degree preferred (e.g., Urban Planning, Airport Development, Transportation, MBA).
- Certification in project management (e.g., PMP or PRINCE2) is an asset.
- Membership is desired in one or more professional organizations such as:
- Canadian Institute of Planners (CIP)
- International Association of Airport Executives (IAAE)
- Airport Council International (ACI)
Knowledge, Skills & Experience:
- 8–10+ years of progressive experience in airport planning, terminal operations, commercial development, or infrastructure consulting.
- Direct experience with Canadian or international airport environments, including apron layouts, gate scheduling, terminal flow, and passenger experience optimization.
- Proven ability to lead complex planning and cross-functional projects from ideation to delivery within capital programs and aligned with strategic objectives.
- Deep familiarity with aviation regulations, codes, and airport design standards (Transport Canada, ICAO, CARs, TP312, NAV Canada, NFPA).
- Proficiency in planning, modeling, and visualization software (AutoCAD, AviPLAN, CAST, Revit, ArcGIS, Transoft, Tableau, Power BI).
- Strong leadership and interpersonal skills with a capacity to guide multi-disciplinary teams and influence executive-level decisions.
- Excellent verbal and written communication skills, with the ability to prepare briefings, technical reports, and stakeholder presentations.
- Experience balancing long-term strategic priorities with short-term operational demands.
- High organizational capability, with the ability to manage multiple priorities in a fast-paced aviation environment.
- Must be eligible to obtain a Restricted Area Identity Card (RAIC).
Work Environment & Conditions:
This position is based at the Billy Bishop Toronto City Airport terminal, with time split between office settings and fieldwork at airport terminals, apron and construction sites. Office hours, though flexibility may be required to work evenings, weekends or holidays depending on project timelines.
