The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
Reporting to the Senior Manager, Financial Services, the Senior Financial Analyst, Financial Reporting will:
- Accountable for providing technical financial/accounting treatment recommendations in accordance with Canadian generally accepted accounting principles, tax legislation and other relevant policies and directives.
- Perform complex accounting research to ensure accounting transactions are recorded in accordance with Canadian generally accounting principles.
- Conducts research on the latest policy developments and prepares position papers related to future accounting changes as relevant to the BOF.
- Support preparation of external audited financial statements and quarterly internal management reports, including notes and backup reports, for investment funds and other programs.
- Support operationalizing proper accounting treatments and reporting onto financial accounting and reporting system and structure.
- Develop financial policies, procedures, and business processes related to accounting, budgeting, travel, etc. that ensure agency compliance.
- Provides financial policy advice, guidance, and interpretation.
- Supports and helps drive the annual budget process, quarterly forecasting, and ongoing financial reporting.
- Participates in the development and maintenance of effective information and reporting systems/processes to ensure the accuracy, integrity and reliability of financial information.
- Recommends and implements process optimization initiatives to improve the timeliness and accuracy of financial reports.
- Works across BOF to provide service and support financial management activities and ensure financial information is reported completely and accurately.
- Assists with the preparation of regulatory reports, as needed.
- Participates in and provides support for all audit activities (external, internal, Ministry, CRA, etc).
- Participates in or leads projects as required.
Qualifications
Education and Experience
- Professional accounting designation or nearing completion (CPA, CA preferred)
- Minimum 3 years of experience in accounting and financial reporting policy research.
- Experience in financial services/investment space an asset
Knowledge and Skills
- Strong knowledge of government financial and accounting principles (PSAB), policies and processes as well as financial reporting processes and agency accountability.
- Knowledge and skills in financial systems such as QuickBooks or other ERP systems an asset.
- Knowledge of investment funds and reporting requirements.
- Analytical skills to synthesize complex financial models and formulas into understandable reports and summaries.
- Interpersonal and customer service skills with the ability to collaborate effectively.
- Ability to exercise strong attention to detail, as well as strong analytical, problem-solving, and organizational skills.
- High attention to detail and the ability to work independently while meeting deadlines.
Strong verbal and written communication skills to document research and policy papers, liaise with all levels of staff; prepare reports and presentations
