What You'll Be Doing
The Senior Consultant, Human Resources (HR) Regulatory Compliance is accountable for supporting the Director, HR Regulatory Affairs, in their oversight function lead responsibilities for global HR. This includes guiding HR partners and leaders through their regulatory compliance assessments and activities, as required, by providing objective, proactive and specialized analysis and advice to ensure HR’s global regulatory compliance program remains robust and aligned with the Regulatory Compliance Management (RCM) program owned by Enterprise-wide Compliance and the US RCM teams. The Senior Consultant is responsible for managing the end to end completion of specific regulatory reports (i.e., annual employment equity report).

You’ll have the flexibility to manage your work activities within a hybrid work arrangement where you’ll spend 1-3 days per week on-site, while other days will be remote. Details on your work arrangement (proportion of on-site and remote work) will be discussed at the time of your interview.
How You'll Succeed
- Execution/Implementation - Ensure RCM program activities are completed in accordance with Enterprise-wide Compliance and US RCM requirements. Determine internal stakeholders needed to assess regulatory developments based on their subject matter expertise. Track and monitor deficiency action plans (as applicable) and maintain region-specific trackers. Assess regulatory changes to be reported to bank-wide dashboards (i.e., regulatory developments dashboard, the Chief Compliance Officer report).
- Collaboration & Relationship Building - Consult with HR partners to determine needs for additional information and support. Manage quarterly HR compliance review meetings with regional HR business partners. Coordinate and lead more specific discussions with HR stakeholders, to assess regulatory developments against HR programs and processes, as needed. Manage relationships with external counsel, coordinating and reviewing their deliverables (i.e., quality, thoroughness, and timing) to ensure internal RCM program requirements are met. Work with internal partners to ensure completion and submission of specific regulatory reports.
- Analytical Thinking - Provide specialized analysis and advice to senior HR partners globally to enable regulatory compliance and risk mitigation. Assess external counsel engagement of services agreements.
- Risk Management - Carry out initial risk rating assessments for review with HR partners annually. Partner with internal colleagues (such as the Sox Maintenance Officer (SOMO) for HR) to ensure an adequate control environment for employment-related regulatory risks. Prepare recommendations for Accountable Officer attestations as they relate to RCM. Escalate potential issues to appropriate management level depending on severity. Monitor results of RCM control testing and support colleagues in effectively remediating employment-related regulatory issues and deficiencies.
- Continuous Improvement - Prepare and maintain relevant process documentation, with an eye to streamlined and effective processes. Train new HR partners in RCM requirements, as needed
Who You Are
- You can demonstrate well-established knowledge of Human Resources and/or the related regulatory environment, with 4-5 years of relevant work experience. A Bachelor’s degree and/or Law Clerk training preferred, as is reading/comprehension in French at an intermediate level.
