Job Description:
The Deliverables:
  1. Business Cases and Request for Bids.
  2. Business requirements / rules.
  3. Business process models.
  4. System Requirements specifications.
  5. Business / Data Glossary.
  6. Business and System use cases.
  7. User epics, stories and themes / Product backlog and sprint plans.
  8. Data requirements / models (conceptual / logical).
  9. Functional and Non-functional requirements.
  10. Requirements Traceability Matrices.
  11. User Interface specifications, low and high fidelity prototypes.
  12. Report specifications.
  13. Test plan/stXXgies, test cases.
  14. Risks and Issues.
  15. Status reports.
  16. Work plans, e.g. requirements management plan.
  17. Artefacts/documents required for enterprise architecture development from a business needs point-of-view (contextual and conceptual), as required for the Architecture Governance Point review process.
  18. Other artefacts as determined by the project.
  19. Support to Development and Test teams in following areas (but are not limited to):
  20. Building and testing support to development team.
  21. Reviewing test strategy, test plan and cases.
  22. Candidateagement of defect logs.
  23. Testing Applications.
  24. Supporting end-user inquiries.
  25. Defining the integration test plan.
  26. Defining the user acceptance test plan.
  27. Identification and resolution of problems/issues.
  28. Document and manage risks and liaise with other project teams to coordinate project interdependencies.
  29. Documentation of all artefacts in a shared project library.
Skill Set Requirements:
  1. Knowledge with Solutions Development Life Cycle (SDLC) and structured methodologies including agile, waterfall and iterative.
  2. Demonstrable experience with Business Object Oriented Modeling, UML tools and techniques.
  3. Demonstrable skills and experience with documenting deliverables outlined in Deliverables section.
  4. Work Experience in investigating, analyzing, estimating system applications in a large integrated mainframe and mid-tier environment.
  5. Proven experience with all stages of automated system implementation in complex mainframe, with online and batch transactions.
  6. Proven experience with sprint facilitation, interpretation of business needs to technical requirements, facilitation of project meetings for reviews.
  7. Experience with Public Sector architecture.
  8. Demonstrable knowledge of Public Sector applications, databases and systems; demonstrated experience working with legacy infrastructure hosting environments such as mainframe with complex applications.
  9. Experience with supporting legacy applications and transformation of legacy solutions using COTS products such as Oracle Siebel.
  10. Demonstrable knowledge and experience working in accordance with policies and procedures of Public Service Sector.
  11. Demonstrable knowledge of Project Candidateagement framework in the Public Sector and Architecture Checkpoint requirements.
  12. Excellent analytical, problem solving and decision-making skills.
  13. Experience in conducting feasibility analysis, project scoping and providing project work estimates.
  14. Experience with requirements development involving requirements elicitation, analysis, specification and validation.
  15. Experience with documenting user stories, planning and managing product backlog, planning and managing sprints, and implementing in an iterative manner.
  16. Demonstrated experience in the facilitation of project meetings for reviews.
  17. Experience in reporting progress of assignment(s) on a regular basis to Project Candidateagement and raise any issues / concerns and propose mitigation strategies.
  18. Work effectively independently and in a team environment, Strong communication, interpersonal, collaboration, and negotiation skills to work seamlessly in an agile cross-functional team, with clients, vendor(s) and other stakeholders.
  19. Excellent facilitation, presentation, time-management and problem-solving skills.
  20. Able to build strong and trusting relationships while liaising effectively with internal and external stakeholders and solution delivery vendor(s).
  21. Strong leadership skills to provide advice and guidance on all aspects of user experience and design, assessing user characteristics, needs, goals, and opportunities.

  23. Knowledgeable in design thinking, have a user-centric mindset and attention to detail.
  24. Knowledge and experience with supporting Public Sector Digital First strategies; experience with working with Digital Service standards including formal submissions for assessments as per official digital standards established.
  25. Creative, analytical approach and strong understanding of interaction design principles, including ability and experience to deliver mock-ups using advanced tools.
  26. Resolve issues in a timely manner, provide options and recommendations.
  27. Thrive on feedback and comfortable transforming ideas generated through user research and analysis to create elegant, effective designs for diverse audiences.
  28. Understand business metrics and be able to translate business goals and objectives into digital experiences.
  29. Prioritize change requests from clients and guide the team in determining how best to address them.
  30. Strong research skills to perform industry research, provide options and make recommendations for solution improvements.
Experience and Skill Set Requirements:
Modeling and Methodologies - 25%:
  1. Demonstrated experience with the Software Development Lifecycle (SDLC) and methodologies such as waterfall and Agile methods with a focus on iterative development and delivery with proven ability to lead sprints.
  2. Demonstrated experience with Public Sector Digital Service Standard and Digital assessment processes.
  3. Experience with the Zachman framework, Public Sector Architecture Governance Points and deliverables.
Technical Skills - 15%:
  1. Experience with all stages of automated system implementation in complex mainframe, with online batch, and Financial reconciliation transactions.
  2. Experience working with legacy infrastructure hosting environments such as mainframe with complex applications; Experience with supporting legacy applications and modernizing.
  3. Demonstrated experience with implementation of business solutions using Custom off the Candidatelf solution implementations such as Oracle Siebel based systems and photo comparison technologies.
  4. Ability to document requirements using story boarding utilizing tools such as Azure DevOps and Jira.
  5. Demonstrated experience with HP ALM (Quality Center) to support test activities.
  6. Experience with prototyping tools to deliver high quality prototypes and mock-ups.
  7. Experience with submitting and managing project collateral (conceptual and logical) in repository tools such as PowerXXgner.
  8. Experience with reporting tools such as Microsoft Power BI.
Business Analysis Skills - 25%:
  1. Experience with engaging business and IT stakeholders, understand requirements for new functionality or changes to existing ones and providing high level and detailed estimates.
  2. Ability to write high quality business cases, working with corpoXX governance bodies and navigating approvals.
Communication Skills - 15%:
  1. Excellent analytical, problem solving, decision-making skills and communication skills.
  2. Experience with creating automated information and status reporting.
Business Subject Matter Knowledge and Expertise - 15%:
  1. Good understanding of program & service concepts, general and best practices, business processes & rules, stakeholders & relationships, service delivery models (incl. self service / digital service), private & public partnership, etc in complex and high-impact critical Public services related to licensing, registration, permit, enforcement, safety inspection, photo identification and related fraud prevention line of businesses, services, or functional areas, in relation to I&IT application software delivery.
Public Sector Experience - 5%:
  1. Experience with Public Sector I&IT Solutions architecture, application design, quality assurance standards, project delivery methodologies, and practices.
  2. Demonstrable knowledge of Public Sector applications, databases and systems while developing cross cluster, multi-year business solutions including knowledge of Custom off the Candidatelf product implementations with third party vendors.
  3. Experience working in accordance with Acts, Policies and Procedures of Public Sector Services.
