Reporting to the Program Consultant, the Senior Analyst, Analytical Data Management plays a key role in supporting data management activities related to the migration of data into a cloud-based open-source environment. This role will provide technical and methodological support in transforming data for analysis, implementing data management solutions and applying best practices in the new environment, while fostering collaboration and knowledge exchange among key stakeholders.
1. Develops and maintains a detailed knowledge of CIHI data sources including reporting standards, data processes and methods, information quality, related analytical/information products.
2. Works with the Program Consultant to support the migration of analytical data into a cloud-based open-source environment.
3. Conducts data management activities including writing and updating statistical code required for the development, computation, analysis, and/or verification of key deliverables.
4. Maintains up-to-date knowledge of industry best practices in data and metadata management.
5. Provides support to metadata management related to data assets (data classification, data lineage).
6. Participates in the development and delivery of internal education and knowledge exchange sessions relating to data management.
7. Respects privacy and confidentiality of information by following policies in Privacy and Confidentiality of Health Information at CIHI and related procedures and directives.
8. Assumes responsibility for other related duties as assigned
• Undergraduate degree in a relevant field (for example, Health Information, Informatics, Data Science, Computing Science, Mathematics, Statistics, Biostatistics). Graduate degree is an asset.
• Three to five years’ related experience in data management and/or analytical activities including data visualization, statistical analysis, machine learning, or data pipelines.
• Advanced experience using Python to manipulate data and draw insights from large datasets.
• Advanced experience using Microsoft Office applications.
• Familiarity with high performance computing.
• Experience working with data governance technologies and tools within a cloud-based environment is an asset.
• Knowledge of the Canadian healthcare system is an asset.
• Strong conceptual and problem-solving skills.
• Strong verbal communication skills; strong analytical and technical writing skills
• Excellent interpersonal skills and ability to work as part of a matrix environment with minimal supervision.
• Proven organizational and time management skills, with an ability to manage multiple projects and priorities effectively to meet deadlines.
• Excellent attention to detail and problem-solving skills.
• Fluency in English is required, bilingualism in both official languages is an asset.
