Job Description:

The Purchasing & Materials Management Division is a critical function within the City of Toronto’s complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations to procure goods and services at the best value. The Division ensures open, fair, equitable, and accessible business processes, utilizing a transparent procurement process, providing leadership and quality customer service, and upholding high standards of business ethics.

Reporting to the Manager, Business Transformation & Change Management, the Research Analyst 1 will support division-wide priorities and initiatives, focusing on business practice analysis, reporting, and analytic reviews to improve service delivery.

Major Responsibilities:
  1. Conduct research and analysis on procurement methods, SAP Ariba best practices, reporting, and analytics. Develop and administer questionnaires.
  2. Collect, analyze, evaluate, and interpret information to develop recommendations for improving projects, policies, and processes.
  3. Identify operational and procurement needs, forecast problematic areas, and triage inbound work.
  4. Provide policy analysis and research support on business, procurement, and system procedures.
  5. Write management reports, document findings, and prepare briefs and summaries.
  6. Support other initiatives by providing research and contribute to AODA compliance efforts.
  7. Develop and maintain data management systems for storing and retrieving information.
  8. Develop new theories, concepts, and objectives for work, processes, and services.
  9. Update and support communication efforts, including internal and external landing pages.
  10. Attend stakeholder meetings, participate in problem-solving, and network with other divisions.
Key Qualifications:

Applicants must demonstrate:

  1. Post-secondary education in public administration, business administration, data science, or equivalent experience.
  2. Experience with research methodologies, survey design, performance measurement, and program evaluation.
  3. Proficiency with procurement software such as SAP, Ariba modules, and Microsoft Office Suite.
  4. Experience in procurement, data analysis, and statistical reporting.

Additionally, candidates should have:

  1. Excellent communication and presentation skills.
  2. Knowledge of the City’s purchasing policies.
  3. Strong organizational, time management, and attention to detail.
  4. Interpersonal and customer service skills.
  5. Mathematical, analytical, and problem-solving skills.
  6. Ability to work independently and in teams, supporting inclusiveness, equity, diversity, and respectful workplaces.
