Job summary

Instacart is hiring a Lead Contingent Workforce Program Manager to govern and scale our MSP/VMS platform (Beeline + Monument). You will build governance, onboarding/offboarding, and policy frameworks that ensure compliant, measurable external labor across Finance, Legal, HR, and IT.

You'll collaborate with cross-functional teams to write the playbook, drive adoption, and prepare for international expansion, with a focus on risk, spend, and visibility into the contingent workforce.

Qualifications

• 7+ years of experience in program management, operations, or workforce management in fast-moving environments.
• Experience managing vendor or supplier relationships, ideally in staffing/MSP/VMS contexts.
• Strong skills to design operating models and driving cross-functional alignment.
• Proven ability to drive alignment across Finance, Legal, HR, and business stakeholders.
• Comfortable leading a newly launched program and writing the playbook.
• Exceptional communication and influencing skills at the executive level.

Responsibilities

• Build a fully governed contingent workforce program with governance frameworks and SOPs.
• Manage onboarding and offboarding of Monument (MSP) and Beeline (VMS) suppliers within rate, compliance, and worker classification frameworks.
• Refine worker classification and tenure policies to be SOX audit-ready and scalable.
• Drive organizational adoption of the new model through training and enablement materials.
• Own the roadmap beyond launch, including international expansion via a centralized EOR and improved spend reporting.
