Job summary

PACT (Pearson Accelerator Construction Team) seeks a Quantity Surveyor to manage cost control, contracts, and commercial reporting across major infrastructure scopes. You will collaborate with engineering and project controls to ensure accurate cost tracking and procurement alignment, supporting governance and audit readiness.

The role requires 3–7 years of experience in QS/cost control, and a strong foundation in contracts and procurement.

Qualifications

  • 3–7 years of experience in quantity surveying, cost control, or commercial management.
  • Post-secondary education in Quantity Surveying, Construction Management, Civil Engineering, or related field.
  • Strong understanding of contracts, cost management, and procurement.
  • Experience on infrastructure or large-scale construction projects preferred.
  • Proficiency in Excel and cost tracking tools; Smartsheet is a plus.

Responsibilities

  • Manage quantities, measurements, and cost tracking for assigned scopes.
  • Prepare cost forecasts, budgets, and variance analysis.
  • Administer contracts, including change management and payment certifications.
  • Review subcontractor progress claims and ensure contract alignment.
  • Support procurement activities and bid evaluations.
  • Maintain commercial records, logs, and documentation.
  • Contribute to financial and commercial reports for leadership.
  • Collaborate with engineering, construction, and project controls teams.
  • Identify cost risks and opportunities and support mitigations.
  • Ensure governance compliance and audit readiness.

Job description

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

The Quantity Surveyor is responsible for managing cost control, contract administration, and commercial reporting across assigned scopes or sub-programs. Working within a structured governance environment, this role supports accurate cost management, procurement, and financial performance while collaborating closely with project teams and commercial leadership.

Responsibilities
  • Manage quantities, measurements, and cost tracking for assigned scopes of work
  • Prepare and maintain cost forecasts, budgets, and variance analysis
  • Administer contracts, including change management, variations, and payment certifications
  • Review and validate subcontractor progress claims and ensure alignment with contract terms
  • Support procurement activities, including scope development, bid evaluations, and award recommendations
  • Maintain accurate commercial records, logs, and supporting documentation
  • Contribute to the preparation of financial and commercial reports for leadership
  • Collaborate with project teams (engineering, construction, project controls) to ensure alignment on scope, quantities, and cost impacts
  • Identify and escalation cost risks and opportunities, supporting mitigation strategies
  • Ensure compliance with PACT governance, commercial procedures, and contractual obligations
  • Support audit readiness through accurate and organized documentation
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES AND QUALIFICATIONS
  • 3–7 years of experience in quantity surveying, cost control, or commercial management
  • Post-secondary education in Quantity Surveying, Construction Management, Civil Engineering, or a related field
  • Strong understanding of construction contracts, cost management, and procurement processes
  • Experience working on infrastructure or large-scale construction projects is preferred
  • Proficiency in Microsoft Excel and cost tracking/reporting tools
  • Experience with Smartsheet or similar tools is an asset
  • Strong analytical skills with attention to detail and accuracy
  • Effective communication and stakeholder management skills
  • Ability to manage multiple priorities in a fast-paced, project-based environment
  • Knowledge of commercial governance frameworks and reporting requirements
