This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

Reporting to the Finance Manager within the PMO & Shared Services sub-program, the Financial Analyst plays a key role in supporting the financial integrity, accounting operations, and reporting functions for PACT.

This position is responsible for maintaining accurate financial records, supporting month-end and year-end close activities, performing balance sheet reconciliations, preparing HST filings, and ensuring strict compliance with joint venture (JV) agreements and accounting controls. The ideal candidate brings strong expertise in Oracle Fusion ERP, construction project accounting experience, and the adaptability required to thrive in a multi-partner mega-project JV environment.

  • Oracle Fusion ERP Administration & System Optimization: Act as a key user and subject matter expert for Oracle Fusion Financials, Project, and Reporting modules; support system configuration, testing, process enhancements, and the implementation of robust financial controls; maintain the chart of accounts, accounting rules, project cost structures, and cost allocation methodologies; collaborate with IT and Oracle business analysts to troubleshoot functionality and optimize workflows.
  • Balance Sheet Reconciliations & Project Accounting: Prepare monthly balance sheet reconciliations for all assigned accounts, ensuring complete supporting documentation; analyze and clear reconciling items on a timely basis; track and monitor project-related accruals, prepaid expenses, and specialized accounting schedules; support budget-to-actual variance analyses and rolling forecasting activities across sub-programs.
  • HST Compliance & Tax Administration: Prepare and submit monthly HST/GST tax filings accurately and on schedule; review tax treatment on vendor invoices, subcontractor progress claims, and customer billings to ensure compliance with federal and provincial tax regulations; assist with internal, external, and tax authority audit requirements.
  • Joint Venture & Governance Compliance: Assist in project cost allocations and joint venture billing support; prepare partner reporting packages in alignment with the JV partnership agreement; maintain strict adherence to internal controls, corporate accounting policies, and project procedures; participate in continuous improvement initiatives across financial reporting and project accounting functions.
QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES
  • Education: Bachelor’s degree in Accounting, Finance, Commerce, or a related field. Active enrollment or progression toward a CPA designation is strongly preferred.
  • Experience: 3 to 7 years of progressive accounting and financial analysis experience within construction, infrastructure, engineering, or large capital project environments.
  • Technical ERP Expertise: Hands-on experience with Oracle Fusion Financials, Project Accounting, and Reporting modules (Oracle ERP Cloud) is required; experience supporting ERP system configuration, testing, and process optimization is highly valued.
  • Accounting Proficiency: Strong understanding of general ledger accounting, journal entries, account reconciliations, accrual accounting, month-end close processes, construction project accounting, and Work-in-Progress (WIP) accounting.
  • Tax Knowledge: Solid understanding of Canadian GST/HST regulations, tax application on construction contracts, and compliance requirements.
  • Software & Systems: Advanced proficiency in Microsoft Excel (complex formulas, financial modeling, Pivot tables, VLOOKUP/XLOOKUP).
  • Communication & Collaboration: Strong written and verbal communication skills with the ability to interface effectively with internal stakeholders, joint venture partner representatives, and external auditors.
