Job summary

PACT invites a Senior Quantity Surveyor to lead cost planning, budgeting and contract administration for major infrastructure programs in a progressive design-build setting in Mississauga, Ontario. The role emphasizes proactive cost control, risk management and collaborative decision‑making with design, construction and procurement teams.

You will manage changes, forecasts and reports, negotiate claims and support target price development while mentoring junior staff.

Qualifications

  • Degree in Quantity Surveying, Construction Management, Engineering or related field.
  • 10+ years of experience in quantity surveying or commercial management on large infrastructure projects.
  • Experience with progressive design-build or similar delivery models.
  • Knowledge of contract forms (CCDC, NEC, FIDIC).
  • Proven cost control, forecasting and financial reporting experience.
  • Experience with change management, claims and negotiations.
  • Strong risk management and cost planning knowledge.
  • Experience in multi-stakeholder or joint venture environments is an asset.

Responsibilities

  • Lead cost planning, estimating and budgeting across projects or sub-programs.
  • Administer contracts and ensure compliance with terms and conditions.
  • Monitor costs, forecasts, and cash flow; identify risks and opportunities.
  • Prepare, review, and negotiate change orders and claims.
  • Support target price development in a progressive design-build environment.
  • Analyze costs and recommend value optimization and risk reduction.
  • Collaborate with design, construction and procurement to align cost, scope and schedule.
  • Manage subcontractor commercial processes including procurement support and final accounts.
  • Prepare and present commercial reports including cost-to-complete and variance analysis.
  • Support dispute resolution and provide contractual guidance.
  • Ensure timely documentation of all commercial activities and correspondence.
  • Mentor junior commercial staff as required.

Job description

The Senior Quantity Surveyor plays a key role in the commercial management of major infrastructure works within a complex, multi-stakeholder environment. This position is responsible for cost planning, contract administration, change management, and financial reporting across the full project lifecycle, supporting the delivery of sub-programs such as Airfield Civil & Electrical, Interim Infrastructure, GHG, and Priority Projects.

Working within a progressive design-build environment, the Senior QS ensures accurate cost control, proactive risk management, and alignment with target price objectives, while supporting collaborative decision-making across design, construction, and commercial teams.

Responsibilities
  • Lead cost planning, estimating, and budgeting activities across assigned projects or sub-programs
  • Manage and administer contracts, ensuring compliance with commercial terms and conditions
  • Monitor project costs, forecasts, and cash flow, identifying risks and opportunities proactively
  • Prepare, review, and negotiate change orders, variations, and claims
  • Support development and validation of Target Price in a progressive design-build environment
  • Conduct detailed cost analysis and provide recommendations to optimize value and reduce risk
  • Collaborate with design, construction, and procurement teams to align cost, scope, and schedule
  • Manage subcontractor commercial processes including procurement support, valuations, and final accounts
  • Prepare and present commercial reports, including cost-to-complete, variance analysis, and risk registers
  • Support dispute resolution processes and provide contractual guidance to project teams
  • Ensure accurate and timely documentation of all commercial activities and correspondence
  • Mentor and support junior commercial staff as required
Desired Skills, Knowledge, Competencies and Qualifications
  • Degree in Quantity Surveying, Construction Management, Engineering, or a related field
  • 10+ years of experience in quantity surveying or commercial management within large infrastructure or construction projects
  • Experience working in progressive design-build, design-build, or similar collaborative delivery models
  • Strong knowledge of contract forms (e.g., CCDC, NEC, FIDIC or equivalent)
  • Demonstrated experience managing cost control, forecasting, and financial reporting on complex projects
  • Proven experience with change management, claims, and contract negotiations
  • Strong understanding of risk management and cost planning methodologies
  • Experience working in multi-stakeholder or joint venture environments is an asset
  • Advanced proficiency in cost management tools and Microsoft Office (Excel, Power BI preferred)
  • Strong analytical, negotiation, and problem-solving skills
  • Excellent communication skills with the ability to influence stakeholders at all levels
  • Ability to work in a fast-paced, high-volume environment with competing priorities
