The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and minerals resource systems.

The Energy Operation division is responsible for leasing and maintaining Alberta’s Crown mineral rights and for calculating, assessing, collecting, and reconciling royalty revenues from natural gas, natural gas liquids, helium, conventional oil, oil sands, coal, and metallic and industrial minerals on behalf of Albertans. In addition, the division looks after Petrinex, which is a key volumetric reporting system for industry and western Canada.

The Royalty Operations branch plays a key role in the development of Alberta’s energy industry and collects revenue from the development of Alberta’s conventional oil and natural gas resources on behalf of Albertans. Energy development in Alberta is a key driver of Alberta’s economy and the Royalty Operations branch is a significant contributor of revenue to the province.

Royalty Operations, within the Energy Operations Division under the Ministry of Energy and Minerals, currently has one position available for agile and results-driven Quality Assurance Analyst who can provide leadership, direction and oversight to their team, administering royalty programs.

Quality Assurance Analyst Business Solutions (Permanent)
The Quality Assurance Analyst plays a vital role in managing the IT systems and information that support oil royalty policy development and program administration.

Reporting to the Team Lead Business Solutions, this position requires a strong understanding of the oil production reporting process—from extraction to pipeline delivery and royalty collection. By leveraging technical and business expertise, the Analyst ensures efficient system operations and data accuracy to support strategic decision-making within the department.

The successful candidate will oversee system functionality, evaluate application issues, and coordinate acceptance testing to ensure successful implementation of IT solutions. They will analyze data structures, business rules, and relevant legislation while providing input on application design and cross-system testing. Additionally, they will engage with various teams and committees to provide business and technical consultation, ensuring alignment with Oil Royalty Operations requirements.

Beyond system management, this role requires proactive problem-solving to identify inefficiencies and recommend improvements for continuous optimization. The Analyst will also support stakeholder relationships, fulfill operational tasks, and ensure legislative and policy requirements are met within all phases of application development.

Quality Assurance Analyst Business Solutions: responsibilities include but are not limited to:

  • Successful execution of complex business functional testing. Coordinate acceptance testing including writing requirements, developing test cases for complex situations that span multiple applications, and ensuring successful test results and deployment. Train business users in any new functionality.
  • Provide a critical link between Oil Royalty Operations and IT to define and clarify business, legislative and policy requirements through all phases of application design, development, acceptance testing, implementation and ongoing enhancements.
  • Contribute to the efficient and cohesive operations of the Royalty Operations Branch.
  • Establish, maintain, and enhance internal and external stakeholder relationships.
  • Fulfill all operations tasks within the Royalty Operations Branch.
  • Determine appropriate approaches to responsibilities, exercising judgement when interacting with external clients, IT representatives and internal stakeholders to define business requirements and develop associated solutions. Given the diversity of issues and stakeholders.
Role Responsibilities (cont'd)

To be successful in this role, you must have following skills and knowledge:

  • Comprehensive understanding of gas and oil royalty business processes, including industry practices and reporting requirements for Gas Royalty Operations and Petroleum Royalty Regulation.
  • Familiarity with multiple systems such as Mineral Revenues Information System (MRIS), Royalty And Marketing system (RAM), Corporate Accounting Revenue System (CARS2), Alberta Mineral Information (AMI), and Petroleum Information Excellence (Petrinex).
  • Strong understanding of the Mines and Minerals Act, Oil Royalty Regulation, and Policies and Procedures related to the Alberta Royalty Framework (ARF) and Modernized Royalty Framework (MRF).
  • Basic understanding of Oil and Gas Production Accounting.
  • Critical thinking, attention to detail, and sound judgment are vital skills required for this position.

Qualifications

University graduation in a related field with no related experience.

Related experience or education may be considered as an equivalency on a one for one basis.

The following will be considered assets:

  • Experience in User Acceptance Testing.
  • Knowledge using Crystal Reports, SAS, and other data tools.
  • Experience in oil and gas royalty business including AER reporting and industry practices.
  • Experience in production and financial accounting practices.

Hours of Work:
7.25 daily hours.

36.25Hrs Weekly hours.

8:15AM to 4:30PM (Monday to Friday).

Location: Petroleum Plaza Building North Tower, 9945 108 Street NW, Edmonton.
