Job summary

Government of Nunavut in Iqaluit is seeking a Property Management Officer to administer financial and procedural guidelines for leasing commercial real property, surplus assets, and tenant improvements. You will help ensure office space planning aligns with multi-year needs and capital planning.

The role requires professional certifications (REIC/RPA and related), plus proficiency in Inuktitut/Inuinnaqtun and northern property management experience.

Qualifications

• High School Diploma or Diploma in Land Economics.
• REIC or related leasing/property management certifications.
• RPA designation and/or BOMA certifications.
• Ability to speak Inuktitut/Inuinnaqtun.
• Northern property management experience.

Responsibilities

• Assist with review and development of Leasing of Commercial Real Property policy.
• Assist with review and development of Surplus/Disposal policy for fixed assets.
• Ensure office space requirements through multi-year office planning.
• Oversee life cycles of GN owned offices via RECAPP and capital planning.
• Prepare RFPs per Nunavut agreements and policy.
• Determine lease procurement methods: RFP, Tender, Sole Source.
• Prepare lease contracts and documentation.
• Assist with planning and coordinating office relocations/renovations.
• Determine lease values for significant or minor costs.
• Collaborate with client departments on needs assessments.
• Develop annual property management budgets.

Reporting to the Manager, Real Property, the incumbent provides the Manager of Real Property with expertise in the administration of all financial and procedural guidelines associated with the Leasing of Commercial Real Property (Consolidated Policy), the Surplus Disposal Policy for Fixed Assets, and the Tenant Improvement Program. The financial and practical administration of these policies will ensure that the government meets short and long-term goals in terms of office accommodation and that the final disposition of leased to own or GN owned assets are carried out in a fiscally and environmentally responsible manner.

The key responsibility for this position includes the following:

• Assists Manager through an ongoing review and development of the Leasing of Commercial Real Property Policy to ensure functionality and compliance.
• Assists Manager through an ongoing review and development of the Surplus and Disposal Policy for Fixed Assets to ensure functionality and compliance.
• Ensures continuity of office space requirements through an ongoing review and development of departmental needs assessments into a comprehensive multi-year office plan.
• Ensures life cycles of GN owned offices by a familiarization with Replacement Capital Asset Planning Process (RECAPP) and capital planning process associated with the long-term maintenance of GN assets
• Preparation of Requests for Proposals in accordance with Article 24 of the Nunavut Land Claims Agreement and NNI policy
• Establishing the method of lease procurement; Request for Proposal (RFP), Tender, Sole Source
• Preparation of lease contracts and lease documentation
• Assisting with planning and co-ordinating office re-locations and renovations
• Determining lease values in terms of significant or minor cost
• Working with client departments and facility planners to complete needs assessments
• Developing annual property management budgets for all leased and owned properties.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized

• A minimum of High School Grade 12 diploma or a diploma in land economics from a recognized institution or through the Real Estate Institute of Canada (REIC), including a Certified Leasing Officer or Certified Property Manager designations.
• Real Property Administrator (RPA) designations from the Building Owners and Managers Association (BOMA),
• Property Management, Real Property Leasing, or Real Estate Finance certification.
• The ability to speak Inuktitut/Inuinnaqtun.
• Northern property management experience.
