Job summary

Nunavut Housing Corporation is seeking multiple full-time Housing Managers based in various Nunavut communities. The role leads Local Housing Organization operations, ensuring effective administration, financial management, maintenance, and fair allocation of public housing assets within policy frameworks.

You will supervise staff, manage budgets, and engage with the Board to guide operational and housing allocation decisions, while upholding ISV values and cultural responsiveness.

Qualifications

  • To qualify, you will need post‑secondary education in community or public administration, business administration, social sciences, or a related field (or an equivalent combination of education and experience).
  • A minimum of 2 years’ experience in property management and/or housing maintenance, along with at least 3 years of supervisory or management experience, will be essential.
  • Strong financial management skills, including budgeting and bookkeeping, are critical to success in this role.
  • A valid driver’s license is required.

Responsibilities

  • Leading and supervising LHO staff across maintenance, tenant relations, administration, and board support
  • Managing and maintaining public housing assets to an optimum level through preventative and on-demand maintenance within budget constraints
  • Overseeing financial management activities including budgeting, bookkeeping, payroll monitoring, invoice verification, and financial reporting
  • Developing annual operating and capital budget requirements and monitoring expenditures to ensure maximum value from allocated funds
  • Ensuring compliance with the Management Agreement and Nunavut Housing Corporation programs, policies, and reporting requirements
  • Ensuring housing units are fairly allocated in accordance with approved policies and priority systems
  • Overseeing tenant relations including applications, tenancy agreements, rent assessments, enforcement, and dispute or de-escalation management
  • Advising and supporting the Board of Directors on operational, financial, policy, and housing allocation matters

About the Organization

As independent, community-focused units, Local Housing Organizations (LHOs) operate within the framework of the Inuit Societal Values and strive to provide most of the day-to-day services associated with program delivery to individuals and families. The 25 LHOs partner with the Nunavut Housing Corporation, to deliver housing programs and manage assets.

The Nunavut Housing Corporation (NHC) is an agency of the Government of Nunavut with a mandate to create, co-ordinate, and administer housing programs to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, www.igluliuqatigiingniq.ca which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

About the Opportunity

Local Housing Organizations, in partnership with the NHC, are looking for multiple full-time Housing Managers, based in various Nunavut communities.

Reporting to the LHO Board of Directors, the Housing Manager leads the day-to-day operations of the Local Housing Organization and is accountable for the effective administration, financial management, maintenance, and fair allocation of public housing assets, while ensuring compliance with the Management Agreement and delivering culturally responsive housing services to the community.

More specifically, your responsibilities include but are not limited to:

  • Leading and supervising LHO staff across maintenance, tenant relations, administration, and board support
  • Managing and maintaining public housing assets to an optimum level through preventative and on-demand maintenance within budget constraints
  • Overseeing financial management activities including budgeting, bookkeeping, payroll monitoring, invoice verification, and financial reporting
  • Developing annual operating and capital budget requirements and monitoring expenditures to ensure maximum value from allocated funds
  • Ensuring compliance with the Management Agreement and Nunavut Housing Corporation programs, policies, and reporting requirements
  • Ensuring housing units are fairly allocated in accordance with approved policies and priority systems
  • Overseeing tenant relations including applications, tenancy agreements, rent assessments, enforcement, and dispute or de-escalation management
  • Advising and supporting the Board of Directors on operational, financial, policy, and housing allocation matters
  • Acting as secretary to the Board, preparing accurate meeting minutes and submitting required documentation within established timelines
  • Managing personnel functions including performance management, discipline, leave, attendance, and staff development
  • Supporting professional development and mentoring staff while fostering leadership and teamwork
  • Engaging with the community and external partners to support housing needs, programs, and organizational reputation
About You

To qualify, you will need post‑secondary education in community or public administration, business administration, social sciences, or a related field (or an equivalent combination of education and experience). About the Benefits

The successful incumbent will be rewarded with a competitive annual salary ranging from $113,341.50 to $141,566.88, depending on the community, based on skills and experience. You will also receive a great range of employee benefits, including:
