Job summary

Metrolinx’s Track department within the GO/UP division is seeking a Project Manager to oversee planning, design, construction and commissioning of transit infrastructure. You will provide on-site presence, conduct site walks, verify progress and manage RFIs and submittals to ensure workflow continuity.

The role requires a degree in engineering or related field and experience managing large-scale projects in rail, bridges, structures, or transit facilities.

Qualifications

• Degree in Engineering, Systems Engineering, Business, Architecture or related field.
• Experience managing planning, design, construction and commissioning of large, complex projects.
• Proven ability to meet schedule, budget and quality requirements under pressure.
• Knowledge of construction standards and procedures in operating railway environments.
• Familiarity with procurement processes (Design and Build/Joint Venture, CMAR) is a plus.
• PMP certification or professional designations are assets.

Responsibilities

• Manage projects from initiation through design, procurement, construction, testing and closeout.
• Maintain scope, schedule, budget, risk, issues and change control processes.
• Develop integrated project schedules including railway access and outage windows.
• Coordinate interfaces between engineering, construction, operations, safety and external stakeholders.
• Identify and manage risks related to brownfield work, railway operations and access constraints.
• Develop project execution strategies suitable for an operating railway environment.
• Coordinate special trackwork procurement, fabrication, delivery and installation activities.
• Monitor cost performance, forecasts and contingency usage.
• Lead meetings, reporting, issue resolution and stakeholder communications.
• Support construction readiness, commissioning and handover to operations/maintenance.

Project site locations may be across several sites including Lakeshore West, Lakeshore East, Kitchener, Barrie, Richmond Hill, Stouffville, and Union Station.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Track department within the GO/UP division is looking for a Project Manager to join the team! This role will provide technical expertise and administration of planning, engineering, design, and construction of transit infrastructure projects. The Project Manager will provide site presence, conduct site walks, verify progress, and document conditions. As well, assist with RFI and submittal processing and maintain workflow continuity during transition periods and supporting with documentation needs.

What will I be doing?

• Manage assigned projects from project initiation and definition through design, procurement, construction, testing/commissioning and closeout.
• Establish and maintain project scope, schedule, budget, risk, issue and change management processes.
• Develop and maintain integrated project schedules, including key railway access, possession, outage and construction windows.
• Coordinate project interfaces between engineering, construction, operations, maintenance, safety, procurement, commercial and external stakeholders.
• Identify and proactively manage project risks, particularly those associated with brownfield conditions, unknown existing infrastructure, railway operations, access constraints and constructability.
• Support development of project execution strategies and construction methodologies appropriate to an operating railway environment.
• Coordinate special trackwork procurement, engineering, fabrication, delivery and installation activities, including management of long-lead items and supplier interfaces.
• Monitor project cost performance, commitments, forecasts, changes and contingency utilization.
• Lead project meetings, reporting, issue resolution and stakeholder communications.
• Support construction readiness, commissioning, handover and transition into operations/maintenance.
• Escalate material risks and decisions to the Director and appropriate governance forums.

What Skills and Qualifications Do I Need?

• Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline or a combination of education, training and experience deemed equivalent
• Demonstrated experience in managing projects involving planning, design, construction, and commissioning of large scale and complex industrial, commercial, or institutional works.Relevant experience in transit facilities, heavy Railway infrastructure, bridges, structures, and related works is considered an asset.
• Demonstrated project management skills and experience to manage complex projects under pressure to meet schedule, budget, and quality requirements.
• Knowledge of contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to operating Railway environment.
• Knowledge of procurement processes, particularly Design and Build/Joint Venture, Construction Manager at Risk would be an asset, in order to identify opportunities for improvements and cost savings, and budget management skills to plan and monitor departmental budgets.
• Interpersonal and oral/written/presentation and strong communication skills to liaise with all levels within the organization and on construction sites.
• Project Management Professional (PMP) certification; Certified Engineering Technician (CET), Licensed Architect (OAA) designations or P.Eng. designation (or partial completion) is an asset
• A valid Ontario Class G driver’s license is required to travel to various site locations regularly. Must meet and maintain the corporate standard for a good driving record.

• This role requires frequent, regular and consistent site presence at project site locations.
