Job summary

Metrolinx in Ontario is seeking a Manager – Track Engineering and Standards to lead development of track standards for design, construction, and maintenance, and to support safe, reliable transit systems. You will drive technical reviews and ensure compliance with industry best practices across heavy rail and light transit projects.

You will coach a team, manage budgets, and collaborate with internal and external stakeholders to deliver capital and State of Good Repair contracts while advancing

Qualifications

  • Degree in Applied Science, Engineering, Architecture or related discipline or equivalent experience.
  • Experience in railway, heavy and light rail track engineering and applicable standards.
  • Knowledge of track design, construction, maintenance, lifecycle assessment.
  • Experience in developing capital project design and construction standards.
  • Ability to build strategic relationships across division and with stakeholders.

Responsibilities

  • Develop and deploy track engineering standards, standard plans and material specs.
  • Lead quality assurance and controls for track assets and processes.
  • Ensure project delivery aligns with Metrolinx and industry standards.
  • Provide SME guidance on track design and work plan methodologies.

Our Engineering & Asset Management - Track office is looking for a Manager – Track Engineering and Standards to join our collaborative team. Reporting to the Senior Manager - Track, you will support both heavy rail and light transit systems with the development of track standards for design, construction, and maintenance. The role further supports technical review and development of design drawings and work plans to ensure the safe and reliable delivery of capital and State of Good Repair contracts.

What will I be doing?
  • Provides creative leadership with input from others to develop and deploy a strategic vision; connects and aligns initiatives with strategic corporate goals.
  • Leads and manages the development of new or revised Track infrastructure engineering standards, standard plans, and track material specifications in compliance with existing Metrolinx standards, applicable regulations, and industry best practices.
  • Lead the development and implementation of technical (engineering) quality assurance and controls for track assets. This ensures there is a comprehensive inventory of business processes for staff to carry out assurance and control activities in a repeatable manner, and to enable trend data collection to inform continuous improvement initiatives.
  • Lead assurance and compliance with delivery of track infrastructure-related design and maintenance activities to address any deficiencies and substandard design to improve asset performance and reliability.
  • Act as a subject matter expert in track design and engineering to ensure track infrastructure designs are safe and follow Metrolinx and industry standards.
  • Participate in the research and continual development of existing and new Metrolinx Track Standards and Standard Plans through collaboration with various internal stakeholders, consultants, contractors/suppliers, and academic institutions.
  • Provide technical expertise for review of track infrastructure-related designs/constructions and work plan methodologies (WPM) to ensure compliance and conformance with Metrolinx, regional, provincial, and industry track standards, and identify deviations from requisite standards.
  • Manages and provides overall direction to team, including defining team member roles, responsibilities, and expectations; ensures timely feedback to ensure a cohesive operational unit and the optimum use of team skills
  • Leads, coaches, and motivates employees and contractors in their work processes and ensures they are equipped with tools and information to enable their full engagement; monitors the achievement of performance objectives, develops and implements action plans to address performance gaps
  • Creates an environment of continuous improvement, opens channels of communication that invite suggestions and innovative thinking, and proactively seeks best practices providing top quality of services by the signage service and projects team.
  • Develops, manages, and monitors departmental/unit budget to ensure planning objectives are delivered on time and within budget.
What Skills and Qualifications Do I Need?
  • Completion of a degree inApplied Science, Engineering, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated experience related to railway, passenger heavy, and light rail transit track engineering and the applicable standards and regulations
  • Comprehensive knowledge Track engineering industries best practices in designs, construction, maintenance, and lifecycle assessment for sustainable design
  • Progressive experience developing capital project design andconstruction standards, preferably within construction and/or transit and/or the public sector
  • Demonstrated ability to build and maintain strategic relationships to work across division and with internal and external stakeholders/clients
  • Experience in track and civil design using software, (AutoCAD and/or Civil 3D) to create and update drawings and standard plans will be considered an asset.
  • Strong problem-solving and influencing skills to establish effective working relationships, negotiate, and collaborate with a variety of stakeholders, both internal and external to the organization along with the ability to gain cooperation from individuals not under direct authority
  • Excellent oral, written/presentation, and interpersonal skills, with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment at all levels of an organization
  • Valid Professional Engineer (P.Eng.) license, in the province of Ontario or the ability to obtain P.Eng. will be considered an asset

  • You may be required to work flexible hours/shifts to support various work programs and inspection schedules
  • Work conditions involve walking through different terrain, in various weather conditions
