Job summary

Build Nova Scotia in Halifax seeks a Project Manager to lead planning, coordination and execution of multiple public housing construction projects in the Strategic Infrastructure and Development Division. Reporting to the Director, Public Housing, the role focuses on sustainability, affordability and accessibility.

You will oversee planning, design, procurement, construction, commissioning and handover, providing leadership across projects while managing risk, budgets and schedules to align with

Qualifications

  • Bachelor's degree in engineering, architecture, or related discipline or equivalent experience/education
  • Professional certification/designation in good standing or eligible to become a member
  • Minimum of 7 years' experience managing construction/infrastructure projects
  • Experience leading multidisciplinary consultant and contractor teams
  • PMP designation would be considered an asset

Responsibilities

The Project Manager is accountable for the planning, coordination, and execution of multiple public housing construction projects within Build Nova Scotia's Strategic Infrastructure and Development Division. Reporting to the Director, Public Housing, the Project Manager identifies, defines, and manages a variety of housing-focused infrastructure projects that directly impact communities across the province, with an emphasis on sustainability, affordability, and accessibility.

The Project Manager is responsible for all aspects of project delivery, including planning, design, procurement, construction, commissioning, and handover. The role provides leadership and coordination across multiple projects simultaneously, ensuring consistent delivery, effective risk management, and alignment with Nova Scotia Provincial Housing Agency objectives and funding requirements. This is a four year term position.

What you'll do
Responsibilities
  • Manage the planning, development, procurement, and implementation of multiple public housing projects, ensuring alignment with Nova Scotia Provincial Housing Agency priorities, government objectives, and community needs.
  • Lead all phases of project delivery, including project initiation, design, procurement, construction, commissioning, occupancy readiness, and project close-out.
  • Develop project scopes, consultant assignments, and tender documentation that incorporate accessibility, sustainability, energy efficiency, and value-for-money objectives.
  • Manage budgets, schedules, project controls, and risk mitigation strategies across multiple concurrent public housing projects.
  • Coordinate and oversee the work of consultants, contractors, and other project partners, ensuring compliance with applicable legislation, standards, policies, and contractual requirements.
  • Monitor project performance and resolve issues affecting scope, schedule, budget, quality, and stakeholder expectations.
  • Engage and collaborate with the Nova Scotia Provincial Housing Agency, municipal governments, regulatory authorities, community stakeholders, and funding partners.
  • Ensure project documentation, approvals, permits, funding requirements, and regulatory obligations are completed and maintained throughout the project lifecycle.
  • Provide regular project status updates, performance reporting, and recommendations to senior management and project stakeholders.
  • Contribute to portfolio planning activities by identifying project risks, resource requirements, scheduling conflicts, and cross-project dependencies.
  • Support other public housing projects and strategic initiatives as required.
  • May perform other related duties as assigned.
What you'll need
Qualifications
  • Bachelor's degree in engineering, architecture, or related discipline; or equivalent combination of relevant experience, education, and technical certification/designation.
  • Professional certification/designation in good standing with professional association, or eligible to become a member.
  • Minimum of 7 years' experience managing construction or infrastructure projects, preferably involving multi-unit residential, affordable housing, institutional, or public-sector developments.
  • Demonstrated experience managing multiple concurrent projects with competing priorities and stakeholder groups.
  • Experience leading multidisciplinary consultant and contractor teams.
  • PMP designation would be considered an asset.

Pay Grade: NSL-14

Salary Range: $3448.90 - $4742.24 Bi-Weekly

Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills and overall qualifications of a candidate along with internal equity to determine appropriate compensation placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework. The final compensation for this position will be determined based on these factors.
