Job Description

Reporting to the Senior Project Manager (Corporate Transformation ) , the Project Manager is responsible for providing decarbonization subject matter expertise to all divisions, agencies, and corporations for all phases of City-owned new builds and retrofits of existing properties. This may include feasibility studies, energy modelling, design, construction, grants/incentives, and monitoring & verification. The role may also be responsible for d evelop ing standardized materials for net-zero program delivery and the train ing of other staff on their implementation.

Major Responsibilities

Provides feedback on a project basis to effectively implementthedesign of energy efficiency andemissionreduction aspects of construction projects, major renovations,rehabilitationand alterations

Ensures compliance with the Toronto Green Standard v4 on all phases of new build design and construction

Managesassignedprojects,ensuringeffectiveteamworkandcommunication,high standardsofworkqualityandorganizationalperformanceandcontinuouslearning.

Conducts research into assigned areasensuring that such researchtakes into accountdevelopmentswithinthefield,corporatepoliciesandpractices,legislationandinitiatives by other levels of government.

Works with consultants and internal groups toidentifyenergy conservation and carbon emission reduction opportunities.Conductsanalysis,promotesfunding/financing,developspromotionaland outreachstrategiesandtoolsand supports the implementation of approved plans in consultation with major stakeholders.

Contributes tolong-termplanningforeachlocationbasedontechnicalassessmentof specific building conditions and needs.

Assists theSenior Project Managerwith consultations and negotiations with City divisions, agencies,boardsandcommissions,regardingtheevaluationandprioritizationofallcapitalproject requests related todecarbonization.

Providesadvice,guidanceandtechnicalassistanceinthedevelopmentofconstruction and renovation programsand onbuilding management, such as preventative maintenance and energy conservation.

Provides input onpre-qualificationdocumentstoensurethatqualifiedbiddersareobtainedto meet the Corporation's accepted standards for specialized projects.

Reviewscontractdocumentsfortenderinconsultation with consultants.

Evaluatestenderdocumentsandconsultantproposalsandmakesrecommendationsfor Council approval.

Assiststhe construction project manager to overseeworkinprogressbycontractorsandstafftoensureeffective implementation of energy efficientand carbon reductionprojects.

Ensuresthatallworkisexecutedinaccordancewithrelevantlegislation,including compliance withCorporatebuilding and maintenance standards.

Maintainsappropriate projectmanagement records of all projects under advisement

Develops technical specifications and standards for consultant use, and monitors industrychangesandinnovationstoensurethesedocumentsmeetindustrystandards.

Preparesbriefingnotes,reports,presentationsandotherprojectrelateddocuments.

AttendsCouncil,committeeandcommunitymeetingsasrequired.

Consults andmaintainsstrong and positive working relationships with stakeholders, fundingagencies,consultantsandgovernmentauthoritiesassociatedwithprojectsto ensure coordinated construction

Key Qualifications:

Post-secondary education inrelatedareassuch asarchitecture,environmental studies,engineering,and/ortheapprovedequivalent combination of education and experience.

Considerable project management experience in the application and verification of the Toronto Green Standard across all phases of design and construction

Considerable experience with decarbonization strategies and methods for existing buildings in all areas including HVAC, building automation, envelope, etc.

Familiarity with energy modeling software such asRETScreenandEnergyPlusor equivalent.

Knowledgeoffinancialincentives,financingtoolsandbudgetmanagement.

Thoroughknowledgeofbuildingconstructiontechniques,methods,materialsand project scheduling.

Knowledgeofhowtointerpretmechanical,electricalandstructuraldrawingsandspecifications.

Highlydevelopedinterpersonalandcommunicationskills,bothoralandwritten, with the ability to deliver presentations to management, staff, members ofCounciland the public.

WorkingknowledgeofMSWord,MSProject,Excel,ProjectAccountingand scanning and imaging software.

Knowledgeofbusinesscasepreparation,includingthecreationofreports, studies,analysisandabilitytomakerecommendationstosupportprogrammandates.

Knowledgeofrelatedpolicies,Acts,CodesandlegislationincludingtheOntario BuildingCode,NationalandProvincialFireCodes,TechnicalStandardsSafety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems,HumanRightsCode,EmploymentStandardsAct(ESA),Accessibility for Ontarians with Disabilities Act (AODA) and other related legislation.

Certified Energy Manager (CEM), Leadership in Energy and EnvironmentalDesign(LEED)or similarcertifications/designationsareconsideredstrongassets.
