Job Description

Reporting to the Manager, Policy and Program Planning, the Project Manager will manage and coordinate City activities related to transit expansion, including drafting reports to City Council, negotiating agreements with stakeholders, and providing governance and issue resolution support and advice to senior management. In this role, staff will facilitate effective communication, coordination, and issues resolution between City of Toronto divisions, Metrolinx, Ministry of Transportation and other stakeholders for the implementation of the Subway Program. This includes working with a multi-disciplinary team of internal and external stakeholders to guide planning, design and construction.

Major Responsibilities
  • Manages complex government and multi-agency transit expansion initiatives and projects including managing intergovernmental relations and corporate governance.
  • Supports negotiation of key transit expansion infrastructure agreements with intergovernmental partners in consultation with City divisions and agencies.
  • Develops comprehensive reports and policy papers for presentation to senior management, administrative and Council committees, Council and stakeholders.
  • Coordinates issues management, communications and project reporting processes with divisional, agency and intergovernmental partners in accordance with established transit governance structures, policies and agreements, including resolving and escalating issues as appropriate.
  • Facilitates and enables collaborative relationships across City divisions and agencies on complex projects and initiatives with multidisciplinary staff teams.
  • Manages strategic and effective relations with other governments, public agencies and partners as required.
  • Undertakes analysis and research to provide strategic advice on a variety of complex and multifaceted issues to senior management.
  • Supports technical project teams, applying project management methodologies and creating and tracking work plans, timelines and deliverables.
  • Maintains a thorough and continuous awareness of initiatives in the City’s administration, external organizations and other orders of government to inform transit expansion policy, program/project management and reports.
  • Prepares reports, briefing notes, presentations and speaking material.
  • Reviews, investigates, and analyzes legislation, regulations, agreements and strategies affecting the City's transit expansion portfolio.
Key Qualifcations
  • Post‑secondary education in Public Policy, Public Administration, Planning, Economics, Business Administration, or a related field, or the approved equivalent combination of education and/or related experience.
  • Considerable experience in policy development and project management.
  • Considerable experience writing reports, briefing notes, and policy papers for senior management that include strategic advice and recommendations.
  • Considerable experience managing projects/initiatives or strategic initiatives within a large‑scale organization, including developing and implementing project charters/terms of reference, objectives and work plans.
  • Proficiency in a variety of software packages including Microsoft Word, Power Point, Excel, Project and Outlook.
  • Ability to coordinate comments and input from multiple divisions and agencies in a complex, multi‑stakeholder project environment.
  • Highly developed verbal, written and oral communication skills with the ability to write and present complex information for a variety of audiences including writing reports, briefing notes, facilitating working sessions, and delivering presentations.
  • Highly developed critical thinking, negotiation, and problem‑solving skills.
  • Strong interpersonal skills and the ability to maintain effective stakeholder relationships.
  • Strong understanding of the municipal legislative framework and decision‑making processes and strong understanding of the operation of other government organizations.
  • Strong strategic, analytical, problem solving and conceptual thinking skills.
  • Sound judgement and ability to handle matters of a sensitive nature.
  • Ability to work in a dynamic environment with numerous active projects involving multiple stakeholders.
  • Strong political acumen and understanding of public relations and building partnerships.
  • Ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary environment and to work independently as required, within tight deadlines.
