Metrolinx is seeking a Project Financial Control Officer to support the Lakeshore delivery team with financial planning, reporting and budget control across major capital projects.
The role requires accounting/finance education and experience in project cost control, budgeting, and forecasting within a transportation or transit context. The position involves coordinating budgets, monitoring accruals, and advising senior management on financial performance.

The Project Financial Control Officer provides financial planning, reporting and budget control support to the Lakeshore delivery team. Develops and coordinates financial, contract and administrative functions of engineering projects.
Preparation of accrual entries and regular monitoring of CIP accounts for projects.
Identifies, assesses, and recommends solutions for financial issues that impact capital and operating projects and / or contracts.
Provides project teams with financial analysis and associated financial reporting and metrics as required.
Support the analysis and delivery of financial reporting for the division's capital commitments and individual capital projects by reconciling costs accrued, forecasting expenditures and identifying variances.
Delivers financial analysis, expertise, and advice to senior management and project teams regarding project payments and fiscal matters through the life of large multiple concurrent multi-billion-dollar capital projects.
Provides regular updates to director on budgets and project status, identifies areas of potential concern, and advises director if contractors are in danger of default or non-compliance.
Uses financial and administrative controls and procedures for payments, financial reporting and systems in support of program objectives and within accounting standards and best practices and corporate accounting policies and procedures.
Assists with the management of capital and operating budgets by coordinating program budget information (e.g. variance reports, budget forecasts, activity levels, financial analysis) and preparing capital project budget justifications.
Monitors and controls capital and operating expenditures (e.g. budgeting and forecasting).
Implements a robust accounting control system to ensure consistency in payments, cost accounting and financial reporting of project activities.
Oversees cash flow analysis to identify trends and issues related to funding requests.
Guides others in the performance of their day-to-day activities without direct supervisory responsibility.
Liaises with Contract Administration for the development of accurate monthly cost accruals.
Preparation of budget memo tables, reviewing Estimates at Completion to provide budget adherence recommendations.
Completion of a degree in Accounting, Business Administration, Commerce, Economics or related discipline – or a combination of education, training and experience deemed equivalent.
Demonstrated experience in project management, cost control, budget control, and/or management.
Experience in transportation, infrastructure, or transit environment is strongly preferred as this is for the Project Subways team.
Budget, project schedule and forecasts, construction, contract administration, negotiations, and developing terms and conditions.
