Job summary

Fluor Canada is seeking a senior Project Controls – Cost professional to develop and maintain the cost management baseline for the project area. The role leads budgeting, PMAR submissions, cash flows, and cost forecasts, ensuring alignment with project policies.

Responsibilities include variance analysis, client liaison on cost issues, and delivering integrated cost control programs across engineering, procurement, and construction activities. Travel may be required for project assignments.

Qualifications

  • Bachelor's degree or global equivalent plus 10 years of related work experience (or 14 years if no degree).
  • Excellent communication with diverse stakeholders (management, clients, vendors).
  • Technical knowledge to execute cost control and reporting requirements.

  • Prepare budget, PMAR submissions, and monthly cost reporting deliverables.
  • Analyze cost variances and communicate mitigation plans to management.
  • Coordinate with estimator and develop integrated EPC schedules or cost control programs.

Job Description

This position will report to the Project Controls Manager and will be responsible for developing and maintaining the cost management baseline and systems for the assigned area/discipline. The Project Controls- Cost individual will be responsible for budget establishment and maintenance in cost, submission of PMAR and deliverables as required for monthly reporting requirements, cash flows, change management, cost forecasts.

Responsibilities
  • Liaise with appropriate internal / external stakeholders to develop and establish an approved project cost control and reporting methodology in compliance with established project policies and procedures;
  • Provide oversight to ensure compliance with established procedures and cost reporting requirements;
  • Responsible for understanding the complete scope of work and the project estimate, including any sub-contractor work;
  • Analyze variances in cost performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management and other relevant stakeholders;
  • Liaise with client to clarify any cost related issues;
  • Recommend solutions or recovery plans to schedule/cost impact or delays;
  • Prepare reports for the project as required;
  • Implement cost control functions including controlling authorizations of expenditure and cash flow projections;
  • Coordinate check‑estimates, as required, with the Project Estimator;
  • Develop Work Breakdown and Project Coding Structures for control and integrity of work defined by the contract;
  • Develop totally integrated engineering, procurement, and construction (EPC) schedules or cost control programs;
  • Recommend solutions or recovery plans to schedule or cost impact or delays;
  • Other duties as assigned
Basic Job Requirements
  • Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non‑degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time‑conscious and time‑effective manner
Other Job Requirements
Preferred Qualifications
  • Possess practical experience in the use of the automated cost or schedule management systems
  • Must have had leadership roles as a Project Controls- Cost on a small‑sized project or cost or scheduling lead on a large project
  • Experience working on EPC Mining projects
  • May need to travel internationally for project assignments and in support of business related matters

Salary is based upon experience. Salary Range: $100,500.00 - $186,500.00. The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
