Responsibilities

  • Oversee security services across Baycrest properties with internal staff and contractors.

  • Design and implement a security infrastructure plan to meet current and future needs.
  • Ensure compliance with laws and regulations (Criminal Code, Privacy, OHSA, safety standards).
  • Develop a comprehensive Fire Safety Plan with staff education and testing.
  • Coordinate with Toronto Fire Services and other authorities on safety.
  • Train staff on Emergency Codes and responses; advise senior management in emergencies.
  • Be on-call 24/7 to support leadership during emergencies.
  • Oversee Telecommunications and Switchboard training to department standards.
  • Manage campus parking operations and enforcement; ensure high-quality on-site services.
  • Supervise retail food operations and campus grounds maintenance.

Redevelopment & Facility Management Services provide a safe and secure environment for Baycrest Residents, Patients, Volunteers, Staff and visitors by developing, Implementing, and sustaining an effective and efficient Security and Emergency Preparedness Program campus wide.


POSITION SUMMARY

The Program Director represents the Hospital during emergency, fire or security related situations, provides staff education, responds to alarms, conducts investigations, inspections, fire drills, mock exercises, provides liaison with the Ministry of Health and other authorities having jurisdiction and addresses ongoing concerns that relate to Security Operations, Fire Safety, Telecommunications, Retail Food Services, Grounds Maintenance and Snow removal and Emergency Preparedness across our campus.


RESPONSIBILITIES


  • Primary responsibility is for the provision of security services throughout Baycrest properties, including the management of all associated internal staff/external contractors in this function.

  • Development of long-term patient, staff and visitor safety strategy in collaboration with the Vice President, Redevelopment & Facility Management Services and other relevant parties to enhance corporate visibility.

  • Develops and implements a security infrastructure plan to meet the Hospital’s current/future security needs.

  • Ensures proactive and continued compliance with legislated requirements, including the Criminal Code, Privacy laws, Occupational Health & Safety Act, Toronto Safety Standards, Public Health regulations, e.g., Smoke Free Ontario, etc.;

  • Develops an effective, integrated and comprehensive Fire Safety Plan including: staff education and communication, risk identification, and enforcement.

  • Liaises with internal clients and external stakeholders, e.g., Toronto Fire Services, Community Representatives to develop cooperative approaches to fire safety.

  • Responsible for developing, designing, implementing and providing training on Emergency Codes and responses.

  • Provides advice to Senior Management in emergency situations related to security, safety, and emergency codes.

  • Available 24/7 to support the Administrator and Executive On-Call team in the event of an emergency or Code.

  • Oversees the Telecommunications Department ensuring that Switchboard staff are properly trained staff is trained to department standards and able to perform job duties as required.

  • Oversees parking operations for the campus. This includes ensuring that parking machines are in working order, parking enforcement is conducted, and providing parking assistance as required to hospital visitors.

  • Oversees retail food on campus to ensure the contracted service maintains a high-quality product for the customers of Baycrest.

  • Oversees grounds maintenance and snow removal of the campus. Ensures properties are maintained to a high-quality standard and snow removal and de-icing during the winter is provided to maintain safety of all managed properties.


QUALIFICATIONS


  • 6-9 years management experience related to security, fire safety, emergency preparedness preferably in a hospital with direct supervisory responsibilities

  • Successful completion of a university degree in a related field from an accredited educational institution or equivalent experiences.

  • Valid license under the Private Security and Investigative Services Acts an asset

  • Certified Healthcare Protection Administrator, (CHPA) an asset

  • Member of the International Association of Healthcare Security and Safety

  • Incident Management System Training Certification

  • Emergency Management Ontario Certification

  • Certified Fire Specialist or other relevant post-secondary Fire Safety Training preferred

  • Member of the National Fire Protection Association.

  • Member of the Canadian Fire Safety Association.

  • Demonstrated knowledge of applicable legislation/standards related to the fields of Security, Fire Safety and Emergency Planning required;

  • Demonstrated experience in dealing with critical situations i.e., fires, disasters, missing patients, violent incidents, etc. required;

  • Demonstrated commitment and ability to provide ongoing excellent customer service required;

  • Excellent leadership and change management skills with the ability to develop and motivate an effective team required;

  • Well-developed conflict management and problem-solving abilities required;

  • Ability to work in an independent and self-directed manner while taking accountability for own actions required;

  • Ability to train groups of people with diverse levels of Security, Fire Safety and Emergency Planning knowledge

  • In-depth knowledge of Incident Management System (IMS)

  • In-depth knowledge of legislation governing hospitals, Ontario and Canada regarding Emergency management

  • Good understanding of the Criminal Code / TPA
  • Ability to work in high scale and stressful environment especially during emergent times

  • In-depth knowledge of Security & CCTV technology and knowledge of relevant federal and provincial legislations related to private security, (Use of Force, Powers of Arrest, Trespass, etc.)

  • Ability to effectively communicate verbally and in writing complex concepts/information to all levels of staff/external customers to address sensitive and other situations, resolve conflicts, motivate, negotiate/persuade others at all levels required.

The salary range for this position is $121,139 to $151,424 per year.


Your placement within the target hiring range will depend on your job-related knowledge, skills, abilities, and relevant education and experience, as well as considerations such as market conditions and internal equity. The starting salary will be determined using these factors to ensure fairness and consistency across the organization.
