Are you looking for an exciting opportunity to be at the forefront of change in Canadian policing? The Body Worn Camera (BWC) program is a brand-new initiative being introduced to the RCMP, and we're seeking a dynamic, solutions-oriented program delivery coordinator to help drive its success.

In the Program Delivery Coordinator role, you will be working with the project team under the Program Delivery Manager as BWC is rolled out across the BC RCMP before the program is fully established.

Your responsibilities will include:

  1. Providing advice and guidance to E Division users of BWC/DEMS
  2. Conducting analysis and processing of requests for service (transcription and redaction)
  3. Providing input to the development of BWC/DEMS policies and procedures
  4. Conducting research and analysis of BWC/DEMS related issues or requirements
  5. Planning and delivering BWC/DEMS training or information sessions
Intent of the process

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions. Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Information you must provide

In order to be considered, your application must clearly explain how you meet the following (essential qualifications):

Education: A secondary school diploma or an acceptable combination of education, training, and/or experience.

Experience:

  • Experience analyzing requests for service or client requirements
  • Experience in providing guidance or advice to clients
  • Experience contributing to the delivery of programs or services
  • Experience interpreting and applying legislation, policies or procedures
The following will be applied / assessed at a later date (essential for the job)

Abilities:

  • Ability to communicate orally effectively
  • Ability to communicate in writing effectively
  • Ability to research and summarize information
The following may be applied / assessed at a later date (may be needed for the job)

Education: Graduation with a degree from a recognized post-secondary institution

Experience:

  • Experience developing and delivering training material and sessions
  • Experience assisting with disclosing investigative material to Crown
  • Experience administering and supporting an information technology system
  • Experience providing input to the development of policies, procedures or guidelines
  • Experience working in a law enforcement policing environment

Knowledge:

  • Knowledge of applicable legislation, policies, procedures and case law surrounding evidence management and disclosure
Conditions of employment

Reliability Status security clearance

Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.

The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

Top-down selection may apply.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.

All communication relating to this process, including e-mail correspondence and telephone conversations may be used in the assessment of qualifications of the candidate.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
