Job summary

Torus Talent represents an established Lower Mainland construction organization seeking an experienced Procurement Manager to lead strategic sourcing, supplier relationships, and procurement controls across multiple business units.

The role partners with estimating, operations, and finance to optimize purchasing, reduce costs, and manage risk. Candidates should have 5–7 years in procurement, BC driver license, and relevant certifications.

Qualifications

• 5 to 7 years of progressive procurement experience in construction or project-driven environments.
• Experience leading procurement activities or supervising purchasing staff.
• Senior or management-level procurement experience.
• Experience negotiating with suppliers and subcontractors.
• Post-secondary education in Supply Chain, Business, Commerce, or related discipline.

• Manage procurement activities from sourcing through negotiation, contracting, PO issuance, and delivery.
• Build and manage a network of suppliers and subcontractors across the organization.
• Review subcontract and supplier agreements for commercial terms and risk.

• Collaborate with estimating and operations for procurement planning and buy-versus-rent decisions.
• Evaluate supplier performance and contract compliance.
• Track market conditions, pricing, availability, and risks.
• Identify opportunities for cost reduction and purchasing consolidation.
• Maintain procurement reporting, supplier data, and contract documentation.

Job description

We are representing an established Lower Mainland construction organization that is looking to add an experienced Procurement Manager to its leadership team.

This is a broad, hands-on procurement role with responsibility across multiple business units and project environments. The successful candidate will take ownership of strategic sourcing, supplier and subcontractor relationships, commercial negotiations, procurement controls, and the ongoing development of company-wide purchasing practices.

The role works closely with estimating, project delivery, operations, finance, and divisional leadership, with a strong focus on improving purchasing leverage, controlling costs, reducing supply chain risk, and ensuring materials, equipment, and subcontracted services are secured in line with project requirements.

Key Responsibilities

• Manage procurement activities from initial sourcing and vendor selection through negotiation, contracting, purchase order issuance, and delivery
• Build and manage a strong network of preferred suppliers and subcontractors across the organization
• Review subcontract and supplier agreements to ensure commercial terms, scope, risk, and company requirements are appropriately addressed
• Negotiate supplier pricing, commercial terms, rebates, volume discounts, and longer-term purchasing agreements
• Partner with estimating and operations teams to support procurement planning and equipment buy-versus-rent decisions
• Evaluate supplier and subcontractor performance, including pricing, service levels, quality, reliability, and contractual compliance
• Track construction market conditions, material pricing, availability, and emerging supply chain risks
• Identify opportunities for cost reduction, purchasing consolidation, and improved commercial outcomes
• Maintain procurement reporting, supplier data, contract documentation, audit records, and related controls
• Develop procurement metrics, spend analysis, vendor scorecards, and other management reporting
• Support, mentor, and provide direction to purchasing team members
• Work collaboratively across multiple divisions to create consistent and effective procurement practices

Experience and Qualifications

We are looking for someone who brings approximately 5 to 7 years of progressive procurement experience, ideally within construction, civil contracting, infrastructure, or another project-driven environment.

• Previous experience leading procurement activities or supervising purchasing staff
• At least 2 years of experience in a senior, lead, or management-level procurement position
• Strong experience negotiating with suppliers, subcontractors, and service providers
• Experience reviewing subcontract agreements and commercial terms
• Post-secondary education in Supply Chain, Business, Commerce, or a related discipline
• SCMP, CIPS, or another recognized procurement designation would be considered an asset
• A valid BC Class 5 driver's license

Systems and Technical Capability

The successful candidate should be comfortable working with procurement, ERP, and financial systems and using data to support purchasing decisions.
