Job summary

City of Regina is seeking an experienced procurement leader within the Financial Strategy & Sustainability division. Under the Manager, Procurement And Supply Chain, you will coordinate purchasing activities and contribute to short- and long-range planning as part of a collaborative management team.

You will oversee budgeting, develop policies, ensure procurement integrity, manage supplier relationships, and supervise staff.

Qualifications

• University degree in Administration or Commerce and a recognized purchasing designation.
• 5–8 years in a senior purchasing role with at least 2 years supervisory experience.
• Thorough knowledge of large-scale purchasing, bidding processes and materials management.
• Ability to analyze data and present recommendations to stakeholders.
• Ability to interact effectively with all levels of City administration and external partners.

Responsibilities

• Set and implement short- and long-range purchasing plans.
• Develop budgets and control unit expenditures.
• Develop and implement procurement policies and procedures.
• Oversee supplier contracts and negotiations to ensure value and compliance.
• Provide supervision and development for procurement staff.
• Ensure compliance with laws, bylaws, trade agreements and internal policies.
• Engage with internal clients to understand needs and deliver procurement solutions.
