Job summary

SYSTRA Canada, a member of the SYSTRA group, seeks a Procurement Lead to partner with the Project team on all procurement and purchasing matters, maintaining an up-to-date Procurement Plan and ensuring compliance with procedures.

The role involves leading major procurement activities, aligning with the Execution Phase Strategy for domestic and international supply chains, and delivering value for money while meeting project timelines.

Qualifications

• 8 years’ relevant procurement experience with at least 2 years’ experience in leading procurement teams for major capital design and construction projects.
• Rail transit experience is an asset.
• Experience with government procurement of capital projects.
• Knowledge of technical specifications as required for individual contracts.

Responsibilities

• Execute the procurement activities in accordance with the Procurement Plan and maintain an up-to-date Procurement Plan.
• Contribute to the Execution Phase Procurement Strategy for major items and supply chain development.
• Set a procurement schedule outlining activities and priorities.
• Establish a suite of template vendor compliance, tender and contract documents.
• Initiate, develop, interpret, tender, evaluate, negotiate and issue contracts.
• Negotiate contracts for supplying commodities, capital equipment, services and supplies.
• Establish tools to ensure value for money and alignment with project scope and schedule.
• Contribute to procedures and standards for project procurement and integrate company practices.
• Audit compliance to established procurement procedures and standards.
• Issue documentation to pre-qualified bidders of tender.
• Analyze and administer contractual documents for completeness and accuracy to achieve value for money.
• Participate in working groups and project meetings and report on procurement activities.

Context

The Procurement Lead shall be the strategic partner of the Project team for all procurement and purchases matters.

Missions/Main Duties

He Shall Be Responsible For The Following

• execute the procurement activities in accordance with the Procurement Plan and maintain an up-to-date Procurement Plan;
• contribute to the Execution Phase Procurement Strategy, including on major value and longer lead procurement items, and for equipment, material required for the execution of the Project Execution domestic and international supply chain development;
• set a procurement schedule that includes a sequence of activities required to be performed and which outlines priorities;
• establish a suite of template vendor compliance, tender and contract documents;
• initiate, develop, comprehend, interpret, tender, evaluate, negotiate and issue contracts;
• negotiated contracts for supplying commodities, capital equipment, services and supplies;
• establish and apply tools for ensuring that equipment, material and supplies procured are providing value for money and will enable the achievement of the Project scope, specification and schedule requirements;
• contribute to procedures and standards for project procurement, including the incorporation of existing company practices and methods, where appropriate;
• audit compliance to established procedures and standards for project procurement;
• issue required documentations to pre-qualified bidders of tender;
• analyzing and administering contractual documents for completeness and accuracy to achieve value for money; and
• participate in working groups and other project meetings and reporting on all procurement activities.

Profile/Skills

• 8 years’ relevant procurement experience with at least 2 years’ experience in leading procurement teams for major capital design and construction projects.
• A minimum of 3 years’ rail transit experience is an asset
• PMAC or equivalent
• Experience with preparing, negotiating, and awarding major project contracts.
• Experience with government procurement of capital projects.
• Knowledge of technical specifications as required for individual contracts.
• CPSM or MCIPS or relevant equivalent certification is an asset.
