EllisDon is seeking an experienced Project Manager for Preconstruction and Pursuits in Canada, based in Mississauga. You will lead a team of construction and design professionals in developing RFQs and RFPs for civil projects, reviewing contracts for commercial clarity, and coordinating with estimators and schedulers to support compelling client submissions.

The role demands 7–10 years in construction management or pursuits, strong contract knowledge, and excellent written narratives.

Qualifications

Responsibilities

  • Review contracts and provide commercial analysis including CCMs with the Owner.
  • Collaborate with estimators on WBS and subcontractor engagement.
  • Work with schedulers to finalize client submissions.
  • Lead bid discussions and executive review meetings.
  • Develop RFQ/RFP narratives and respond to Owner questions.
  • Ensure competitive commercial and design strategies aligned with RFPs.
  • Mentor team and strengthen client relations across disciplines.
  • Assist in handover and preconstruction startup activities as needed.

You as a Project Manager, Preconstruction and Pursuits will:

  • Manage and lead a team of construction and design professionals in the development of RFQs and RFPs for civil projects.
  • Review contracts and provide a commercial analysis of the contract including the submission of contract comments and leading commercial CCMs with the Owner.
  • Liaise with project estimators to develop work breakdown structures and participate in subcontractors’ engagement.
  • Work with project schedulers to complete schedules for submissions to the client.
  • Lead discussions with logistics, operations, marketing, capital and legal teams.
  • Lead bid and executive review meetings.
  • Lead development of RFQ and RFP narrative technical writing and responding to Owner questions including assisting with resume and project profile development.
  • Ensure high standard and competitive commercial and design strategies are developed and optimized in accordance with the RFP instructions; focused on winning the pursuit.
  • Play a strategic role in fostering a collaborative team environment, in conjunction with various discipline groups and stakeholders.
  • Use experience and commercial knowledge to assess contract risk and to facilitate the execution of partnership agreements.
  • Assist in the project handover process and if requested, participate in the execution phase of a project to aid in the management of preconstruction and overall project startup activities.
  • Lead or support preconstruction activities while providing construction specific expertise to the pre-development phase of Civil and Transportation Projects.

Is this the right role for you?

  • You have an engineering or construction related degree/diploma and at least 7 to 10 years of experience in Construction Management and/or leading pursuits.
  • You have a good understanding of contract language and commercial experience.
  • You have strong writing skills and can develop technical narratives.
  • You have a combination of technical training and experience working on Civil projects.
  • You have working knowledge of construction scopes and activities, design development, municipal approvals, scheduling, and project management.
  • You can confidently mentor a team while developing and maintaining strong client relations.

The salary range for this role is $80,000-$130,000 CAD
