Reports to and acts under the direction of the Coordinator, Amanda and Manager, Business Services. Works closely with Service Area managers in developing and documenting policy initiatives across a wide range of practices through needs assessment, document writing and editing and information design to produce content that is clear, succinct, relevant and accessible serving staff across the corporation, as well as the land development industry. Undertakes the compilation, maintenance and application of data into create concise, practical reports for staff, industry and political use. Develops and assists in the presentation of training and communications materials designed to educate both staff and industry on new policy developments and internal practices.

Work Performed:
  • Undertakes studies on the processes and techniques required to manage the processing of applications through engagement of key players from across the industry within and external to the City, including Planners, Engineers, Consultants, External Agencies and Landowners..
  • Facilitates policy development sessions/interviews with a variety of subject matter experts to assess needs and accurately interpret complex technical and political content for policy development.
  • Recommends adaptation or modification to practices and procedures related to the compliance stage of development for both site plan and subdivisions.
  • Conducts research, benchmarking and consultation with other Municipalities to support policy development
  • Writes and edits policy documentation by compiling and condensing information from a variety of sources to produce end-user documents that are easy to understand and maintain.
  • Applies understanding of planning, engineering and municipal policy to analyze growth management and development approval indicators, statistics and needs and responds to a variety of information and data requests.
  • Generates reports with supporting graphic representations that are clear and easily maintained for currency to support strategic growth management discussions, monitoring approvals for Development Services and for presentation to Council.
  • Functionally supervises other divisional staff in the collection, analysis and maintenance of data to support the work of Development and Compliance Services’ strategies and implementing policies.
  • Develops, monitors and maintains process maps related to development approvals in order to assess efficiency of development approvals, track status of files and ensure timely and accurate data entry by system users.
  • Prepares training materials, including manuals, quick reference guides, presentations and training facilitator guides as necessary to support new or updated policies and practices.
  • Facilitates training sessions to both City Staff and Industry Representatives.
  • Assists Development and Compliance Services through research, compilation of background information and preparation of supporting materials and correspondence.
  • Formats documents, communications and educational materials into professional, visually appealing publications.
  • Prepares communications in the form of newsletters, emails and web-postings to keep both staff and industry up to date with policy developments.
  • Develops and maintains knowledge of relevant provincial acts and regulations
  • Prepares presentations and reports for use at Committee.
  • Performs other related duties as assigned.
Qualifications:
  • Completion of a 4 year degree (Honours equivalent) in engineering, computer science, information technology, geography, urban planning or equivalent.
  • Certificate in Technical Writing considered an added asset.
Experience:

5 years of related experience.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated advanced knowledge of Microsoft Word (ie. macros, styles, indexing,etc.) and Excel (macros functions, complex formulas, aesthetic layouts and charts) with high typing speed.
  • Experience with or ability to quickly learn other information processing software such as Visio, Adobe Acrobat and Captivate, and Smartboard tools and software.
  • Ability to communicate exceptionally through written and oral forms.
  • Excellent communication, organization and presentation skills.
  • Excellent comprehension of municipal and provincial policy forms and practices including policy, by-laws, Acts and Regulations.
  • Strong team player capable of managing multiple assignments.
Compensation & Other Information:

$60,408 - $87,775 (Level 14)

This posting is for 1 permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Hybird. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
