People Services Advisor (ER & LR)

SALARY

$85,649 - $100,764 (Annually) - actual salary offered commensurate with education, experience and internal parity.

RESPONSIBILITIES

The People Services Advisor is responsible for managing an assigned portfolio by providing advice, guidance and assistance to managers regarding routine employee relations, performance and attendance management, contract interpretation and administration, and other related matters. The advisor monitors adherence to collective agreements, regulations, and HR policies, responds to queries related to HR policies, procedures and practices, undertakes assigned HR projects, and conducts research to adopt HR best practices.

CANDIDATE PROFILE
EDUCATION & EXPERIENCE
  • Bachelor’s degree in Human Resources Management or other relevant discipline.
  • Considerable related experience in employee relations and/or human resources within a unionized environment.
  • Or an equivalent combination of education, training and experience acceptable to the Employer.
KNOWLEDGE, SKILLS AND ABILITIES
  • Sound knowledge and understanding of the philosophies, practices and processes relating to human resources, employee relations, labour relations.
  • Sound knowledge and understanding of Commission and government human resources policies, practices and procedures, collective agreement provisions, terms and conditions of employment and applicable legislations including Employment Standards.
  • Sound knowledge of grievance and arbitration processes, including evidence gathering, witness preparation, and case presentation.
  • Some knowledge of progressive discipline principles and investigative interview techniques.
  • Sound knowledge of seniority systems, collective agreement interpretation principles, and contract administration.
  • Ability to effectively administer applicable human resources programs and provide advice and guidance to managers in the resolution of HR and employee relations issues.
  • Ability to analyze collective agreement language and apply arbitral jurisprudence to workplace situations.
  • Ability to analyze situations, determine appropriate courses of action, and make effective decisions.
  • Ability to establish and maintain constructive working relationships with all levels of Commission staff, unions, and government and employment agencies.
  • Ability to exercise discretion, tact, diplomacy and good judgment.
  • Ability to travel periodically.
  • Excellent organizational and time management skills.
  • Excellent communication, presentation, facilitation and interpersonal skills.
  • Proficient in the use of HRIS computer systems and computer applications including proficiency in MS Office (Word, Excel).
