Job description

Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Payroll Analyst to join our Financial Services Section, within the Office of the Chief Constable. This role involves specialized and complex work that ensures the processing of all aspects of payroll and integrates information into a computerized financial system in a timely, accurate and efficient manner. Responsibilities include the timely and efficient execution of payroll, responding to complex communication with internal customers, as well as participating in a variety of projects as required. Considerable responsibility and independence of action is exercised within departmental guidelines. The successful candidate will have strong analytical abilities to review and compare payroll data to source documentation, troubleshoot complex system issues, identify discrepancies, and take initiative in improving processes within established guidelines.

Schedule / Hours of Work

This is an on-site position and the anticipated schedule for this position is 7 hrs per day / 35 hrs per week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES
  • Ensures that all pay period end processes are carried out effectively resulting in the production of accurate and timely pay cheques for all employees of Surrey Police Service (SPS).
  • Reviews, recommends and implements regulations and other requirements pertaining to payroll processing and employee information gathering procedures in consultation with the Manager.
  • Interprets and applies acts, regulations and collective agreement provisions regarding payroll matters.
  • Controls the preparation of all payrolls and provides direction in the updating of various employee and payroll records.
  • Monitor payroll using time and labour tools, report and queries and make any necessary payroll adjustments.
  • Review and ensure information in scheduling software and Dayforce accurately reflect dates, hours and work restrictions.
  • Calculate and process final pay for terminations, retirements and resignations.
  • Ensures year-end working papers for payroll, benefit and liability are completed accurately and on time.
  • Manages the benefit allocation model and determines appropriate allocation rates.
  • Implements established testing procedures for updates & fixes to the computerized payroll system and ensures integration to the financial system.
  • Checks initial payroll run and balances payroll and deduction records.
  • Establishes and maintains effective levels of customer services to all departments and employees on matters relating to payroll.
  • Communication payroll changes to employees and interested parties.
  • Act as the first point of contact in troubleshooting any payroll related matters.
  • Performs accurate and expedient analysis and reporting.
  • Develops Dayforce queries to extract relevant payroll information.
  • Assists in updating core Time & Labour and Payroll tables in the system.
  • Makes ongoing recommendations for operational improvements in all areas of SPS operations.
  • Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
  • Understands and effectively carries out instructions with effective oral and written communication.
  • Possesses strong interpersonal and leadership skills.
  • Possess strong analytical skills.
  • Good understanding of collective agreements.
  • Thorough knowledge of current payroll and benefit law, issues, processes, and systems.
  • Good working knowledge of mainframe computer and PC applications, including but not limited to Excel and Word for Windows.
  • Thorough knowledge of highly integrated computerized HR/Finance/Payroll systems.
  • Good organizational and time management skills with ability to perform under pressure.
  • Sound knowledge of Accounting practices and principles with strong attention to detail.
APPLICANT QUALIFICATIONS
  • Completion of grade 12, supplemented by accounting courses equivalent to level 3 of a professional accounting designation and CPM courses.
  • Minimum 7 years recent payroll experience in a large, computerized setting, and in positions of increasing complexity and responsibility.
  • An acceptable equivalent combination of training and experience will be considered.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

  • The salary range is $42.19/hour - $47.52/hour (pay grade 24) based on 2024 rates.
