Job summary

City of Kingston is seeking a Parking Technologist (GIS) to lead the development, management, and analysis of the City’s spatial parking data environment.

Reporting to the Supervisor, Parking Operations, the role integrates GIS, parking system data, financial data, and utilization studies to support evidence-based decision making for parking operations, pricing strategy, supply planning, and transportation demand initiatives.

Responsibilities

• Develop, manage and maintain the City’s parking geodatabase, spatial inventories, and GIS mapping environment for all on-street and off-street parking assets
• Integrate data from parking technologies (meters, pay & display, pay on foot, mobile payment platforms) into GIS and analytical systems
• Maintain and enhance databases associated with parking assets and transactions
• Provide technical expertise for mapping projects, data visualization, and system improvements
• Prepare and conduct utilization studies and customer surveys
• Design and conduct spatial utilization studies, demand analysis, and parking displacement analysis using GIS tools
• Prepare regular statistical and financial reports
• Collect, collate and analyze data from databases, studies, surveys as well as best practices and prepare reports summarizing findings and recommendations to assist with parking planning, including impacts of parking displacement, expanding locations of paid parking and parking replacement strategies
• Create and maintain parking sign inventories
• Maintain and plan programming activities for parking systems
• Serve as the GIS liaison between Parking Operations and Corporate GIS/Planning teams
• Other duties as assigned

Job description

The Role

Reporting to the Supervisor, Parking Operations, the Parking Technologist (GIS) is responsible for the development, management, and analysis of the City’s spatial parking data environment. The role leads the integration of GIS, parking system data, financial data, and utilization studies to support evidence-based decision making for parking operations, pricing strategy, supply planning, and transportation demand initiatives. This position functions as the subject matter expert for GIS and data analytics within Parking Operations and provides analytical support to Licensing & Enforcement Services.

We manage Kingston’s parking system, offering daily and short-term parking along with permits for commuters, residents, contractors, and accessible parking. Our team oversees over 4,100 spaces in lots, garages, and on-street locations, provides rentals for events, and adapts regulations and signage to meet the city’s evolving needs.
