Job Description:

Hwy 407 East Extensions

407 EDG and BBI entered into a Design-Build-Finance-Operate-Maintain agreement (“DBFOM”) with Her Majesty the Queen in Right of Ontario (“HMQ”) as represented by Infrastructure Ontario (“IO”), and the Ministry of Transportation of Ontario (“MTO”) for the Highway 407 East Extensions Phase 1 and 2. They are responsible for all aspects of the highway’s design, finance, construction, operations, and rehabilitation. The projects start on the west end with Phase 1, extending approximately 22 kilometers of Hwy 407 from Brock Road in Pickering to Harmony Road in Oshawa, including Highway 412 and part of Highway 401. Phase 2 extends Hwy 407 eastward from Harmony Road in Oshawa to Highway 35/115 in Clarington, including Highway 418 and other interchanges. Both projects have a 30-year concession, with Phase 1 opened in 2016 and Phase 2 in 2018.

As the Operations Manager, you will oversee resources to operate a safe and efficient highway system, including planning, scheduling, and executing maintenance activities. You will be accountable for maintaining quality standards and reporting to the CEO.

Essential Duties and Responsibilities:

  • Ensure compliance with Project Agreements on all roadway operations.
  • Manage daily maintenance to meet quality and asset lifespan standards.
  • Respond efficiently to incidents to ensure safety for workers and motorists.
  • Manage personnel involved in operations and maintenance, including supervisors, foremen, mechanics, and crews.
  • Propose and oversee investments in equipment, personnel, and training.
  • Prepare and control departmental budgets.
  • Manage outsourced O&M contractors.
  • Produce timely reports on maintenance operations.
  • Develop and implement maintenance and improvement plans.
  • Maintain policies and procedures for the department.
  • Ensure compliance with policies and standards.
  • Oversee equipment specifications and procurement.
  • Manage and develop staff qualifications and training.
  • Supervise quality of work and implement improvements.
  • Monitor inspection results and amend processes as needed.
  • Promote safety, innovation, and efficiency within the department.
  • Make staffing and disciplinary decisions.
  • Track maintenance activities and inventory using software.
  • Coordinate emergency response and maintain communication with external agencies.
  • Ensure operational efficiency without compromising safety.
  • Develop and update safety and emergency procedures.
  • Conduct safety audits and promote a safety-first culture.
  • Manage third-party claims and environmental standards compliance.
  • Prepare winter maintenance plans and supervise winter operations.
  • Collect and report maintenance data for analysis and improvements.
  • Perform other related duties as necessary.

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • High school diploma or equivalent required; some college or associate’s degree preferred.
  • 7-10+ years in highway operations and maintenance, including planning, winter maintenance, and leadership.
  • Knowledge of roadway maintenance practices, materials, and equipment.
  • Knowledge of Ontario's employment and safety laws.
  • Valid Class “D” Commercial Driver’s License with Air Brake Endorsement or ability to obtain within 90 days.
  • OSHA 10-hour Construction Outreach or ability to obtain within 30 days.
  • First Aid and CPR certification or ability to obtain within 30 days.

Professional Qualities:

  • Effective task and team management, with independence and confidence.
  • Strong communication, organization, and leadership skills.
  • Proactive attitude with ability to manage multidisciplinary teams in a 24/7 environment.

Computer Skills:

  • Proficiency in Microsoft Office and other PC software.

Work Environment & Physical Demands:

  • Moderate to high noise levels around heavy machinery.
  • Roadway travel required.
  • Occasional lifting up to 50 pounds.
  • Frequent standing, walking, and sitting.
