The Opportunity

Functional Responsibilities

Reporting directly to the Chief Administrative Officer, the Manager, Strategic Initiatives is responsible for leading large-scale, complex projects aligned with the Town's strategic goals. This role involves identifying strategic opportunities, supporting decision-making, and ensuring successful transformation initiatives. The Manager will foster strong relationships, motivate staff, and demonstrate excellence in project management, process analysis, and change management. Collaboration and innovation are key aspects of this role.

  • Act as a trusted advisor to the CAO, ensuring organizational agility and effective strategy execution.
  • Assess organizational change appetite and priorities, facilitating change initiatives.
  • Define and monitor success metrics, providing tools for departments to track performance.
  • Translate innovative ideas into actionable plans with stakeholder accountability.
  • Manage the ‘Innovation Incubator’ to nurture internal ideas from concept to implementation.
  • Coordinate the development of the Corporate Strategic Plan and sub-strategies.
  • Mentor staff in strategic thinking, project oversight, and conflict resolution.
  • Build collaborative relationships across the Town to support strategic projects and policies.
  • Lead the management of project frameworks, continuous improvement programs, and performance reporting.
  • Influence budget decisions to ensure fiscal responsibility.
  • Maintain a broad understanding of all functional areas to support organizational goals.

The Ideal Candidate

Candidates should have a post-secondary degree or master’s in relevant fields, with at least 8 years of management consulting, continuous improvement, or transformation experience, and 3 years of supervisory experience preferred. Certifications in Project Management, Change Management, or Lean Greenbelt are advantageous. Municipal experience and familiarity with regulatory requirements are assets.

The candidate must demonstrate strong analytical skills, the ability to simplify complex problems, inspire cross-functional teams, and drive organizational transformation. Flexibility to work in-office, remotely, and after hours is required. The position offers a salary range of $135,329.15 to $169,161.44 plus benefits.
