The Opportunity

Functional Responsibilities

Reporting directly to the Chief Administrative Officer, the Manager, Strategic Initiatives is responsible for formulating, leading and executing large-scale, complex and/or transformational projects aimed at achieving the strategic goals and objectives of the Town. This role provides support with timely identification of strategic opportunities to support decision-making and the successful delivery of major transformation initiatives. The Manager fosters strong working relationships with staff, motivates them to seek out new ideas and demonstrates excellence in project management, process analysis and change management. The role’s focus on collaboration ensures a commitment to the Town’s core values and that it is perceived as an advocate for innovation across the organization. As the Manager, Strategic Initiatives you will perform the following duties, including but not limited to:

  • Act as a trusted advisor to the CAO on both strategy and practical execution, liaising between different functional areas and ensuring that the organization is agile enough to quickly adapt to changes
  • Assess the appetite and ambition for change with the organization, as well the priorities of departmental leadership to drive results on key strategic initiatives; act as a change facilitator when leading these initiatives
  • Define and measure success metrics for organizational performance and monitor progress; ensure that all departments across the organization are equipped with the tools to plan, implement, and track relevant strategic initiatives and performance against defined metrics
  • Apply deep business acumen to translate innovative ideas into specific actions and accountabilities for key stakeholders.
  • Manage the ‘Innovation Incubator’ to support the growth of internal ideas from concept to actualization by formalizing intake and evaluation process, governance, resource allocation and scaled implementation, work to cultivate a pipeline of innovative solutions to challenges faced by the organization
  • Coordinate the development of the Town’ Corporate Strategic Plan and sub-strategies in collaboration with the relevant department leads
  • Actively mentor staff to focus on building their capabilities in strategic & critical thinking, project oversight and conflict resolution
  • Work with staff from across the Town to build strong, collaborative relationships, and advise the implementation of cross-corporate projects, strategic planning, and policies and procedures to meet the various service requirements
  • Provide corporate leadership in the management of a corporate project management framework; a Corporate Continuous Improvement Program, and in the development and reporting on key performance indicators to track outcomes as an organization to support improved corporate capacity, efficiency, and service delivery
  • Must be able to influence budget decisions to ensure fiscal responsibility
  • Maintain a broad understand of all functional areas across the corporation to ensure meaningful and constructive support

The Ideal Candidate

We are seeking an experienced professional with a post-secondary degree or master’s in information technology, Business Administration, Public Administration, Public Policy, Political Science, Economics, or a closely related field. The ideal candidate will have a minimum of eight (8) years’ experience in management consulting, continuous improvement, and/or transformation and a minimum of three (3) years of supervisory/ management experience is preferred. Certifications in Project Management, Change Management (Practitioner/Professional) and/or Lean Greenbelt Certification preferred.

The ideal candidate will have experience in a policy development and/ or project management role within a government setting, or large-scale organizational change efforts; municipal experience and familiarity with regulatory requirements is considered an asset.

We are seeking an individual with strong analytical acumen, adept at simplifying complex problems, and skilled in orchestrating effective plans to address challenges and minimize risks and is highly skilled in cross-functional collaboration, with a talent for inspiring others and effectively conveying and implementing visionary ideas. Must be able to quickly learn, interpret, and analyze complex business processes with various stakeholders to effectively drive transformation and challenge the status-quo.

The successful candidate for Manager, Strategic Initiatives will be required to work a flexible schedule, including in the office, remotely and after hours (as required).

This position offers a salary range of $135,329.15 to $169,161.44 plus a competitive benefit package.
