Reporting to the Director, Safety & Security Services and Campus Operations (SS&CO), the Manager, will manage and maintain the Security Control Centres at 100 McCaul and 230 Richmond, planning and overseeing the provision of OCAD University’s (OCAD U) security services, as well as the overall planning, development, management and operation of the University Emergency Management Program.

Summary Of Responsibilities
  1. Manage the Supervisors, Safety and Security Services and Coordinator, Access Systems, including setting goals, monitoring performance and outcomes, coaching and supporting professional development
  2. In conjunction with the Security Supervision Team, oversee the daily operations of the contract security, including meeting and liaising with the contract account managers on a regular basis
  3. Represent OCAD U as an active member of Ontario Association of College and University Security Administrators (OACUSA), Canadian Association of Threat Assessment Professionals (CATAP) and 52 Division Community Liaison Office
  4. Respond to and investigate all criminal incidents at the University and liaise with the Toronto Police when necessary
  5. Prepare and present Safety, Security and Threat assessment presentations and workshops for the university community as needed for orientation, prevention and as a response to incidents that have taken place
  6. Implement emergency response protocols for the internal and contract security teams, including twice yearly training drills
  7. Liaise with external resources and community resources as necessary (Toronto Police, Toronto Fire Services, Emergency Medical Services (EMS), Art Gallery of Ontario (AGO), Grange Corp)
  8. Conduct annual fire drills in conjunction with the EHS team with the assistance of Toronto Fire Service at all major OCAD U buildings (205/230 Richmond Street and 100 McCaul Street)
  9. In conjunction with the Director, co-chair the Threat Assessment Team (TAT)
  10. Remain an active member of the University’s Triage Team – including completion of the Violence Risk Assessment and Management Workshop (or equivalent) and, when possible, completion of the Advanced Violence Risk Assessment Workshop
  11. Manage the training and development of the safety & security training suite at OCAD U, including Emergency Response, First Aid/CPR, and violence de-escalation
  12. Consult on and manage the implementation of Personal Emergency Evacuation Plans (PEEPs) on campus
  13. Act as a backup to the Director in emergencies under the Emergency Response Plan and the ISERT team
  14. Manage all aspects as it relates to the department budget, including approving expenses, purchasing card reconciliation, invoicing, purchase orders and remaining balanced to achieve fiscal year-end goals
  15. Participate in the department budget planning process as outlined yearly by the budget planning committee
  16. Conduct bi-weekly department meetings for the Safety, Security and Campus Operations team, as well as weekly small team meetings and monthly one-on-one meetings when necessary
  17. Meet with students, staff and faculty to support various safety concerns taking place on campus and develop an on-going support plan to ensure all necessary next steps are taking place
  18. Lead all safety planning and assessments for the university community, including students, staff, faculty and visitors
  19. Develop and implement community safety programs to foster a safe campus experience for all students, staff, faculty and visitors
  20. Conduct interviews and fact findings on a wide variety of reported concerns in support of the university’s policies and procedures
  21. Respond to high-level safety & security emergencies and crises on campus and manage the responding team
  22. Work closely with and provide detailed reports and investigation findings to the Dean of Students office on student-based conduct concerns and support in student meetings and investigations
  23. Request investigations and lead the team through all steps to provide detailed case summaries to the necessary offices including the office of the Vice Provost for considerations under the non-academic misconduct policy
  24. Remain knowledgeable of the University’s Prevention and Response to Sexual and Gender-based Violence Policy and Response to Violent and Threatening Behaviour Policy to act and provide comprehensive response when concerns are brought forward
Qualifications
  1. Post-secondary degree in Disaster & Emergency Management or diploma in Law Enforcement and Security Administration or a related field, or equivalent
  2. A minimum of five (5) years of professional security work experience in a supervisor or managerial role, preferably in the public or not-for-profit sector, or equivalent
  3. Emergency Management Ontario IMS, EM 200, EM 300 completed or in the process of being completed
  4. Smart Serve Certificate, and First Aid & CPR training or instructor training certification an asset
  5. Knowledge of the Ontario Occupational Health & Safety Act
  6. Strong training and facilitation skills and excellent oral and written communication skills
  7. Experience in Threat Assessment is an asset
  8. Experience with mental health issues an asset
  9. Experience implementing and managing video surveillance systems
  10. Ability to work under pressure with tight deadlines and to respond effectively to critical situations
  11. Ability to respond to the university during emergencies after hours
  12. Up-to-date knowledge of legislation, current practices and technology relating to security industry standard
  13. Familiarity with incident management systems, preferably knowledge of iTrak-iView systems
  14. Experience with Web Based investigation techniques
  15. Strong proficiency with Microsoft Outlook, Word, Excel, and Project Management software programs
  16. Commitment to customer service and health and safety
  17. A valid driver’s license and an updated driver’s abstract, as well as a current criminal reference check are required
  18. Demonstrated commitment to the principles of equity and diversity and proven ability to deal effectively with a diverse population
