About This Position:

Reporting to the Director of Development Services, the Manager of Planning acts as the County's Planner, overseeing planning policy and land use planning management. This role provides professional advice on land use matters and leads a team of planners in developing policies such as the official plan and secondary plan, reviewing zoning by-laws, and supporting a strong building market and development approvals.

  1. Post-secondary education in Urban or Rural Planning, Environmental Studies, or related fields is required.
  2. Demonstrated supervisory experience leading a municipal planning team is required.
  3. Full membership or eligibility for full membership in the Canadian Institute of Planners (CIP) with designation as a Registered Professional Planner (RPP) is required.
  4. Knowledge of Prince Edward County’s history, opportunities, and challenges is preferred, along with understanding of regional physical, social, and economic conditions, industry trends, and planning best practices.
  5. Thorough knowledge of the Ontario Planning Act, Municipal Act, and related legislation, including Ontario Municipal Board processes, with the ability to interpret planning documents.
  6. Comprehensive understanding of land use planning principles, especially related to rural growth, environmental protection, heritage, agriculture, infrastructure, tourism, and economic development.
  7. Experience in preparing and presenting planning evidence at Ontario Land Tribunal hearings.
  8. Experience in policy development, development review, and processing applications such as subdivisions, condominiums, site plans, consents, rezoning, and variances.
  9. Knowledge of research methods, management practices, budgeting, contracts, grants, and real estate practices.
  10. Strong project management skills with the ability to multitask and manage priorities in a fast-paced environment.
  11. Leadership skills including mentoring, coaching, counseling, and conflict resolution.
  12. Excellent communication and public relations skills, with strong presentation and writing abilities.
  13. Ability to build effective relationships with residents, community leaders, businesses, and government agencies.
  14. Experience leading negotiations and facilitating meetings in complex regulatory environments, with problem-solving and decision-making skills.
  15. Ability to handle confidential information with tact and discretion.
  16. Proficiency in Microsoft Office, GIS mapping, digital communication tools, and related applications.
  17. Valid Class “G” Ontario driver’s license in good standing.
