The District of Saanich is seeking a strategic, collaborative Manager of Infrastructure Planning & Analysis to lead the long-term planning, renewal, and performance analysis of the water, sanitary sewer, and storm drainage systems.

Reporting to the Senior Manager of Water Resources, you will lead a team of engineers and technologists, oversee asset management, and coordinate with staff, consultants, developers, and external agencies to deliver results.

Qualifications

  • Bachelor of Applied Science in Civil Engineering or related field.
  • P.Eng. registration with Engineers and Geoscientists BC.
  • Minimum eight years of progressive experience in water resources engineering.
  • Supervisory and leadership experience with coaching and guidance.
  • Knowledge of municipal civil infrastructure, procurement, and contract admin.
  • Excellent communication and stakeholder engagement skills.

Responsibilities

  • Lead long-term planning, renewal prioritization, and master planning for water, sanitary sewer, and drainage systems.
  • Oversee asset management, servicing assessments, and hydraulic/hydrologic analysis.

Manager of Infrastructure Planning & Analysis

1 Permanent Full-Time Exempt Position

The District of Saanich is a growing, diverse municipality on the traditional territories of the W̱SÁNEĆ Peoples. Our Engineering Department delivers essential infrastructure and services that support safe, resilient, and sustainable communities. We are seeking an experienced public-sector leader to shape the long-term stewardship of Saanich’s water resources infrastructure.

The District of Saanich is seeking a strategic, collaborative, and technically accomplished Manager of Infrastructure Planning & Analysis to lead the long-term planning, renewal, and performance analysis of the District’s water, sanitary sewer, and storm drainage systems.

Reporting to the Senior Manager of Water Resources, you will lead a technical team of professional engineers and technologists responsible for asset management and master planning, infrastructure renewal prioritization, servicing assessments, and hydraulic and hydrologic analysis. This leadership role establishes clear direction for the section balancing strategic priorities and system operational functionality, champions continuous improvement, leads staff through change with collaboration and transparency, and seeks to optimize team resources to effectively deliver results. They build productive relationships with staff, consultants, developers, external agencies, government representatives, and community stakeholders.

Requirements include a Bachelor of Applied Science in Civil Engineering or a related field; registration as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC; and minimum of eight (8) years of progressive, related experience focused on water resources engineering. You bring demonstrated management and leadership experience, including supervising, coaching, and guiding high functioning employees. Strong knowledge of municipal civil-infrastructure specifically water, sanitary sewer, and drainage systems; relevant legislation, bylaws, standards, and policies; procurement and contract administration; project management and occupational health and safety practices is required. Excellent communication, report-writing, stakeholder-engagement skills are essential. Experience with hydraulic and hydrologic modelling and PMP certification are valued assets. An equivalent combination of education and experience may be considered.

The successful candidate will normally work Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week). This is a permanent full-time exempt position with an annual salary range of $136,795 - $160,965 (2026 rate). The District of Saanich offers a competitive total compensation package, including benefits.
