Job summary

Lakelands Public Health is seeking a Manager, Human Resources to provide strategic and operational leadership across a broad HR portfolio in a complex, multi-union public health environment.

As a senior labour relations resource, you will lead collective bargaining, advise on employee and labour issues, and foster a productive union-management relationship while aligning with Lakelands Public Health values.

Qualifications

  • Post-secondary education in Human Resources.
  • 5–7 years HR leadership experience in unionized settings; includes labour relations expertise.
  • Healthcare/public sector experience preferred.
  • CHRP designation or in progress; CHRL designation preferred.
  • Proficient with MS Office; experience with HRIS and related tools.
  • Excellent communication and interpersonal skills.
  • Ability to mentor and coach others.
  • Knowledge of HR legislation, privacy and confidentiality.
  • LEAN principles knowledge is an asset.
  • Experience with ADP and Cornerstone is an asset.
  • Valid driver’s license and access to reliable transportation.
  • Satisfactory Criminal Records Check.

Responsibilities

  • Provide strategic and operational leadership across a broad HR portfolio in a complex public health environment.
  • Lead labour relations activities including collective bargaining.
  • Partner with leaders to strengthen culture and organizational capability.
  • Coach HR staff and leaders to apply sound people practices; promote reconciliation, diversity, equity and inclusion.
  • Deliver HR functions: workforce planning, recruitment, performance, compensation, benefits and payroll oversight, OH&S, attendance management, policy development, learning and development, and HR systems.
  • Evaluate HR programs using data to improve organizational effectiveness and employee experience.

Wage: $112,592.80- $123,314.78 annually (currently under review)
$61.86- $67.76 per hour

Summary of Duties

TheManager, Human Resources provides strategic and operational leadership across abroad portfolio of human resources services in a complex, multi-union publichealth environment. As the organization's senior labour relations resource, theManager provides expert advice on complex employee and labour relationsmatters, leads collective bargaining, and fosters productive union-managementrelationships. Labour relations expertise is a core requirement of this role.

Asa member of the leadership team, the Manager partners with leaders across theorganization to strengthen culture, build organizational capability, andsupport change. They navigate ambiguity, build trust, exercise sound judgment,and guide leaders and employees through complex people issues while fosteringan inclusive, respectful, and high-performing workplace aligned with LakelandsPublic Health's values.

TheManager develops HR capability by coaching HR staff, leaders, and employees to consistentlyapply sound people practices. They apply the principles of reconciliation,cultural humility, diversity, equity, inclusion, and anti-racism todecision-making, promote culturally safe practices, and advance equitableopportunities across the organization.

TheManager leads the delivery of key HR functions including workforce planning,recruitment, performance management, compensation, benefits and payrolloversight, occupational health and safety, disability and attendancemanagement, policy development, learning and organizational development, and HRsystems. The role ensures HR programs and services are timely, effective,equitable, and aligned with organizational priorities.

Usingdata and evidence-informed practices, the Manager evaluates HR programs,identifies opportunities to improve organizational effectiveness and employeeexperience, and drives continuous improvement. Through strategic leadership andcollaboration, the Manager helps build an engaged workforce that supports theorganization's long-term success.

Minimum Qualifications and PositionRequirements:
  • Post-secondary education in Human Resources
  • 5 to 7 years of progressively responsible HR leadership experience in a broad range of functions in unionized settings; this experience includes 5 years of experience leading labour relations activities including collective bargaining
  • Experience in health care or public sector settings is preferred
  • Completion of CHRP designation or in progress; CHRL designation is preferred
  • Proficient technical skills with MS Office programs (Word, Outlook, Excel, PowerPoint, SharePoint), internet and e-mail (intermediate level)
  • Experience using and improving HRIS and related software/tools
  • Excellent communication and interpersonal skills
  • Demonstrated ability to build relationships and trust and implement policies and programs across unionized settings
  • Excellent organizational and prioritization skills
  • Ability to mentor and coach others
  • Demonstrates tact and diplomacy while balancing competing interests
  • Demonstrates a commitment to learning
  • Sound knowledge of HR related legislation and practices including related to privacy and confidentiality
  • Knowledge of LEAN principles is an asset
  • Experience with ADP and Cornerstone is an asset
  • Valid driver's licence and access to reliable transportation
  • Proof of Immunization in accordance with LPH policy
  • Satisfactory Criminal Records Check
