The Opportunity:

Logic Executive Search & Workplace Solutions is proud to partner with the Municipality of Lakeshore in the recruitment of an Executive Director – Human Resources. Reporting to the Chief Administrative Officer (CAO) and serving as a key member of the Corporate Leadership Team, this role provides strategic leadership for all human resources functions.

This role is responsible for labour and employee relations, health and safety, policy development, recruitment, learning and development, and compensation and benefits. The Executive Director – Human Resources will play a central role in ensuring HR strategy aligns with Council’s direction and the municipality’s long-term priorities. What You’ll Be Responsible For:

Strategic HR Leadership & Organizational Development
  • Develop and implement a comprehensive HR strategy aligned with municipal strategic priorities.
  • Lead organizational design and workforce planning to ensure efficient and sustainable service delivery.
  • Build leadership capacity through succession planning, coaching, and hands-on manager support.
  • Establish HR performance metrics and provide regular reporting to the CAO and Council.
  • Coach, mentor and lead Human Resources team.
Labour & Employee Relations
  • Lead collective bargaining and grievance resolution with consistency and fairness.
  • Act as a proactive advisor to managers, providing early coaching and support on employee relations.
  • Oversee workplace investigations with impartiality, due process, and clear outcomes.
  • Provide practical guidance to managers on conflict resolution, performance management, and progressive discipline.
Policy, Compliance & Health and Safety
  • Audit HR policies to ensure consistency, accessibility, and compliance with legislation (ESA, OHSA, WSIA, AODA, Pay Equity, Human Rights).
  • Lead visible health & safety programs, actively supporting JHSC, inspections, WSIB claims, and return-to-work programs.
  • Implement centralized systems for HR and H&S records, training, and compliance tracking.
  • Provide transparent reporting to the CAO and Council on HR and H&S trends, compliance risks, and workforce metrics.
  • Oversee HR departmental budgets.
Leadership, Culture & Stakeholder Engagement
  • Be a visible and approachable leader across departments, building morale and collaboration.
  • Be a strategic partner to Council, Corporate Leadership Teams, managers, and unions.
  • Champion DEIA and accessibility initiatives.
The Ideal Candidate:
  • Post-secondary degree in Human Resources, Business Administration, Industrial Relations, Labour Studies, or related area.
  • Professional HR designation (CHRP, CHRL, or CHRE) preferred.
  • Specialized training in health & safety, mediation, or conflict resolution is an asset.
  • 7–10 years of progressive HR leadership, with at least 5 years in a senior management capacity.
  • Labour relations in unionized public-sector environments, including bargaining and grievance resolution.
  • Employee relations, coaching managers, investigations, and progressive discipline.
  • Health & safety leadership (JHSC engagement, WSIB, RTW, inspections).
  • Policy modernization and compliance governance.
  • Strategic HR planning, succession management, and workforce planning.
  • Organizational change and HR technology adoption (HRIS/ATS).
  • Preparing and presenting reports to Council, Boards, or equivalent governance bodies.
  • Public sector/municipal experience strongly preferred, with demonstrated political acuity.
Additional Information:
  • This role must be available to attend council meetings as required.
  • The candidate must obtain a valid drivers license and have the ability to travel to different work sites as required.
  • Must maintain a clear police clearance.
