Description

GEMINI (www.geminimedicine.ca) is a Canadian hospital data and analytics platform that extracts, standardizes, and analyzes electronic health record data across more than 40 Ontario hospitals, representing approximately 60% of the province’s general internal medicine bed capacity. GEMINI is evolving as the Ontario node of VITAL, a pan-Canadian platform for real-time health data supporting clinical trials, AI, and learning health systems. VITAL enables secure, daily data refreshes, linkage and de-identification, and approved access for research, analytics, and innovation.

As part of this evolution, GEMINI is seeking a Manager, Data Operations to lead the maintenance of its existing data pipelines and the design, development, and operation of near-real-time data workflows. This is a highly technical role requiring strong technical expertise, attention to detail, and demonstrated experience in data management. The successful candidate will bring sound strategic decision-making skills, the ability to deliver under tight timelines, and experience leading and mentoring technical teams.

Duties and Responsibilities:

Strategic Planning, Data Operations and Platform Management (45%)

  • Lead the hands-on design, build, and operation of GEMINI on-premise data platform, with a strong focus on near-real-time ingestion from hospital data warehouses, HL7 v2 feeds, FHIR APIs, EHR/HIS interfaces, and administrative data sources.
  • Oversee and actively contribute to the design and optimization of data models, source-to-target mappings, and ETL/ELT pipelines that standardize multi-site clinical data into reliable analytics-ready datasets in near-real-time.
  • Provide hands-on technical leadership for the design, development and review of high-volume, near-real-time data pipelines using SQL, Python, R, PostgreSQL, and Airflow, including change detection, reruns, exception handling, and audit logging.
  • Lead technical decisions on PostgreSQL schema design, indexing, partitioning, materialized views, and query optimization for large joins, high-throughput processing, and near-real-time refreshes.
  • Oversee application of strong software engineering practices using GitLab, GitHub, testing, code review, CI/CD, documentation, and version control to improve reliability, maintainability, and reproducibility.
  • Serve as the senior technical reviewer for architecture and platform standards, and produce and maintain architecture diagrams
  • Provide detailed and comprehensive updates to program leadership on data operations, initiatives, risks, dependencies, and mitigations to inform platform roadmap and decision-making.
  • Lead strategic planning for Data Operations and Analytic Services (milestones, timelines, etc.), aligning team priorities, investments, and delivery plans with program objectives.

Computational Analytical, Technical and Operational Expertise (35%)

  • Troubleshoot production issues including failed jobs, broken dependencies, schema drift, mapping errors, duplicate records, poor query plans, source-system anomalies, and downstream data quality failures.
  • Lead interoperability design reviews, interface validation, and onboarding patterns for new hospital data sources, including HL7/FHIR conformance and integration engine considerations.
  • Lead the design and development of enterprise-grade data quality controls including profiling, reconciliation, validation rules, anomaly detection, root cause investigation, and issue remediation workflows.
  • Lead data pipeline research and innovation by evaluating and piloting advanced analytics and AI approaches (e.g., LLMs, RAG, clinical coding support workflows) within the near‑real‑time data collection pipeline, including designing and validating methods with clinicians, scientists, and researchers.
  • Maintain responsibility for day-to-day operational planning, workflow monitoring, and continuous improvement to ensure data operations remain optimized, timely, and scalable.

Human Resources Management and Partnership Leadership (20%)

  • Lead, coach, mentor, and evaluate a multidisciplinary technical team that includes data engineers, data scientists, research staff, and software-oriented contributors.
  • Maintain responsibility for recruitment, onboarding, work allocation, performance management, technical mentorship, and staff development.
  • Work closely with privacy, legal, compliance, and hospital stakeholders to ensure technical solutions remain secure, compliant, and sustainable in a regulated healthcare environment.

Qualifications and Skillsets

  • Master’s degree in a relevant field, or equivalent combination of education and experience.
  • Minimum 7 years of relevant experience in data engineering, analytics, or complex data platform management, preferably in healthcare or research.
  • Minimum 2 years of direct people management experience leading technical teams.
  • Strong experience building and managing large-scale data platforms and ETL/ELT workflows.
  • Proficiency in SQL, Python, R, and PostgreSQL.
  • Experience with Airflow, GitLab/GitHub, CI/CD, testing, and code review.
  • Experience with hospital or other complex multi-source data environments; HL7/FHIR experience is an asset.
  • Strong knowledge of data modeling, data quality, privacy, and regulated data workflows.
  • Proven project management, stakeholder management, and leadership reporting skills to support roadmap planning and decision-making.
