The Office of Inclusion and Social Accountability (now known as Equity and Social Accountability) was created in 2022 with a focus on health equity, accessibility, and Indigenous Health. During that time, LHSC committed to, and remains committed to, creating an inclusive and safe environment by dismantling systems of oppression, discrimination, racism and bias, while addressing social determinants of health and advancing truth and reconciliation. The Equity and Social Accountability team play a critical role in advancing just, accessible, respectful, and culturally safe care for all. The Equity and Social Accountability portfolio is responsible for driving organizational change that improves patient experiences, workforce well-being, health outcomes, and accountability to the communities served. They support the integration of equity, human rights, accessibility, anti-Black racism, and inclusion principles into organizational policies, practices, programs, and decision-making processes.

The Black Health team was established in May 2023 as an integral part of the portfolio in alignment with the Ontario Health Equity, Inclusion, Diversity, and Anti-racism (EID-AR) framework and the Black Health Plan for Ontario which recognizes there are many inequities in healthcare that exist for Black (African, Caribbean, and Black Canadian) peoples. The work of the Black Health team has focused on identifying and dismantling systemic, institutional, and attitudinal barriers. Through engagement, consultation, and collaboration with Black individuals and community partners, LHSC seeks to build trusting relationships to learn more about their healthcare experiences and how services can be improved to better meet their unique needs.

The Black Health team is committed to working with all members of Team LHSC as collective learning is advanced on issues important to Black patients, families and community members and build our capacity to provide care that is culturally relevant and culturally sensitive to the needs of this and all equity-denied groups.

What the Role is

Reporting to the Director, Equity and Social Accountability, the Manager, Equity and Black Health Strategy directs, controls and evaluates the delivery of department services. They are responsible for translating decisions of the program leadership into operations, by utilizing relationship management and working with internal and external partners to achieve the necessary outcomes. The Manager ensures their team and department operations are aligned with our mission, vision and values, while working together to successfully achieve our strategic objectives.

The Manager, Equity and Black Health Strategy is accountable for operational leadership of front-line team members and the planning, delivery, evaluation, and continuous improvement of department services that advance equity, Black (African, Caribbean, Black Canadian) health, anti-Black racism, accessibility, inclusion, human rights, and language access priorities across London Health Sciences Centre (LHSC). This includes day-to-day oversight of department activities, human and material resources, budget management, staffing and scheduling, risk and utilization measurement, and the development of a healthy, inclusive, and high-performing workplace.

The Manager builds effective relationships and networks within the team, across the organization, and with equity-denied communities, community leaders, and community partners to support integrated service delivery, culturally responsive planning, change management, and organizational capacity building. The role provides leadership and guidance for Black Health patient navigation services, organizational equity education strategy, employee resource groups (ERG’s), committees, and community-informed initiatives that address the unique needs and experiences of diverse communities.

Through consultation, education, partnership development, quality improvement, and evidence-informed planning, the Manager ensures LHSC delivers accessible, culturally safe, person-centred, and high-quality health services.

LHSC is committed to the principles of hybrid work and may offer this option to employees whose work can be performed in an alternate location, without adverse impact to the operations of the Hospital, inclusive of our Staff and Patient experience. Confirmation of hybrid work options available to you will be clarified upon hire and may be subject to change based on the duties required of your position. Successful candidates will be required to perform work within Ontario and must be available to work on location, as required.

NOTE: This role may be required to attend and engage with community partners on weekends and evenings.

What Skills Are Needed
  • Knowledge of relevant legislation including the Ontario Human Rights Code, Human Rights, Accessibility for Ontarians with Disabilities Act (AODA), French Language Services requirements, and healthcare quality standards
  • Demonstrated knowledge of equity, accessibility, human rights, anti-racism, inclusion, and health equity principles within healthcare environments
  • Lived experience, understanding of, and respect for the cultural nuances, beliefs (inclusive of spiritual and religious), and practices within the Black community regarding health and healthcare
  • Experience in advocacy related to policies and practices that promote health equity and address disparities in healthcare access, treatment, and outcomes for equity-denied patients (Black, 2SLGBTQIA, those living with disability)
  • Proficiency in French preferred
  • Planning and executing action plans that deliver results and motivate individuals for greater performance excellence
  • Strong business acumen
  • Values-based leadership and a proven track record for developing and sustaining healthy work environments and effective teams while leading in a performance-driven culture

What You Will Bring with You
  • Successful completion of a recognized baccalaureate degree program in Social Work, Humanities, Social Sciences and/or a health care related discipline, preferred*
  • Related post-graduate education preferred
  • Minimum of 3-5 years related professional and/or community experience in the academic, health or social service sector
  • Preference and consideration will be given to active members of the Canadian College of Health Leaders (CCHL) who have, or are in process of attaining the Canadian Health Executive (CHE) Select certification program
  • Ability to effectively work with diversity, appreciating that different opinions, backgrounds and characteristics can bring richness to the challenge at hand
  • Fluent and computer literate with computer systems such as email and Microsoft Office applications (MS Word, Excel & PowerPoint)
  • Demonstrated ability to attend work on a regular basis
  • Excellent oral and written communication skills, including the ability to effectively communicate, build relationships, and collaborate with diverse audiences
