Job summary

Halton Region is seeking a Manager of Collection Operations to lead waste collection, processing, haulage, and transfer services. You will manage major service contracts, ensure regulatory compliance, optimize service performance, and uphold high customer service standards.

The role reports to the Director of Waste Management and requires strong leadership, financial oversight, and strategic planning across Halton Region’s waste operations.

Qualifications

  • Post-secondary education in Environmental Sciences, Business, Engineering, or related field.
  • 7–10 years experience in waste management operations or contract management, including at least 5 years in a leadership capacity.
  • Strong background in operational service delivery and contractor oversight.
  • Demonstrated financial management skills including experience managing, implementing and monitoring operational budgets.
  • Demonstrated strong leadership skills.
  • Excellent problem-solving and communication skills.
  • Knowledge and understanding of applicable regulations and legislation (e.g., environmental, safety and procurement).

Responsibilities

  • Directs and manages collection, processing, transfer, and haulage operations to ensure reliable and efficient service delivery.
  • Ensures compliance with regulatory requirements, approvals, and service standards.
  • Leads procurement and administration of major collection, transfer, haulage and processing contracts.
  • Monitors contractor performance and enforces service levels and regulatory certificates.
  • Translates strategic direction into operational programs and route optimization.
  • Oversees recruitment, training, and labour relations within the team.
  • Provides direction on health, safety and by-law compliance.

Job Summary

Reporting to the Director of Waste Management, the Manager of Collection Operations provides operational leadership for the delivery of waste collection, processing, haulage, and transfer services. The role is accountable for managing major service contracts, ensuring regulatory compliance, optimizing service performance, and maintaining high standards of customer service.

Duties And Responsibilities

  • Operational Service Delivery
  • Directs and manages collection, processing, transfer, and haulage operations to ensure reliable and efficient service delivery and continuous improvement.
  • Ensures compliance with all regulatory requirements, approvals, and service standards.

Contract Management

  • Leads procurement, and administration of major collection, transfer, haulage and processing contracts.
  • Monitors contractor performance, service levels, and compliance with agreements, regulations and certificates of approval.
  • Implements robust performance measurement and audit systems.
  • Provides direction in the development and application of standard operating procedures and policies.

Operational Planning & Continuous Improvement

  • Translates strategic direction into operational programs, service levels, and route optimization.
  • Reviews and analyzes existing operations, policies and procedures, providing recommendations on modifications and improvements
  • Leads operational improvements including curbside audits, service reviews, and program enhancements.
  • Provides strategic direction to the team and corporation related to collection,
  • Provides input into legislation and policies related to collection, transfer, haulage and processing.
  • Develops and reviews operational contingency plans.

Customer Service & Issue Resolution

  • Oversees response or resolves escalated operational and service issues and public complaints.
  • Ensures effective communication with residents, municipalities, and stakeholders.

Financial & Performance Management

  • Assists in development and manages and monitors operating budgets and ensures cost-effective service delivery. Tracks performance metrics and identifies efficiencies and cost savings.

Leadership & People Management

  • Provides leadership to supervisors, technical staff, and operational teams and fosters engagement and ensures results are achieved.
  • Oversees recruitment, training, performance, and labour relations.
  • Provides technical support and input to other members of the Waste Management Division, as required.

Health, Safety & Compliance

  • Ensures compliance with Occupational Health & Safety, environmental legislation, and regulatory standards.
  • Provides direction in the preparation of By-laws or amendments to By-laws for Regional waste management programs including amendments.
  • Accountable for the enforcement of the Waste Management Bylaw.

Performs other related duties and responsibilities as assigned or required.

Essential

Skills & Qualifications

  • Post-secondary education in Environmental Sciences, Business, Engineering, or related field.
  • 7–10 years experience in waste management operations or contract management including at least 5 years in a leadership capacity.

  • Demonstrated financial management skills including experience managing, implementing and monitoring operational budgets
  • Demonstrated strong leadership skills.
  • Excellent problem-solving and communication skills.
  • Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.
  • Knowledge and understanding of applicable regulations and legislation, such as but not limited to the Resource Recovery and Circular Economy Act and related legislation, Transportation of Dangerous Goods Act, Employment Standards Act and Occupation Health and Safety Act.

Preferred

  • Experience managing large-scale municipal service contracts.

Working/ Employment Conditions

  • Field and office-based work environment.
  • Travel is required between locations within Halton Region, incumbent must have a valid Ontario Driver’s License and supply own transportation.
  • The incumbent will be required to drive Regional Vehicle and will be required to provide a copy of their driver's licence and driver's abstract, by their first day of employment.
  • Occasional after-hour work/meetings and based on operational needs.
