Job summary

The City of Coquitlam is seeking a Regular Full-Time or Temporary Full-Time bylaw enforcement officer. The role involves responding to complaints, conducting inspections and investigations, and proactively monitoring a wide range of municipal bylaws, including parking and waste management.

It requires strong communication, public education, and careful documentation. A diploma, a valid driver’s licence, and JIBC certificates are essential.

Qualifications

  • Diploma in social sciences, business or related discipline from a post-secondary institution.
  • Valid Class 5 Driver’s Licence is required.
  • Completion of JIBC Bylaw Enforcement and Investigative Skills Level 1 and Level 2 Certificates or equivalent.

Responsibilities

  • Respond to complaints, conduct inspections and investigations, and monitor bylaw infractions.
  • Attend City of Coquitlam parks and open spaces to ensure bylaw compliance.
  • Educate the public, issue warnings, bylaw offence notices and collect evidence.
  • Maintain accurate file notes and reports; appear at adjudication hearings or court as required.
  • Interact with property owners, tenants and the general public on enforcement matters.

About You / What WeAre Looking For

Calling upon your independentjudgment, action and tact, you are a uniformed city ambassador responsible for promotingbylaw compliance and facilitating progressive enforcement where appropriate. Aday in the life may include responding to complaints, conducting inspections,investigations and proactively monitoring for a range of municipal bylawinfractions including parking, water conservation solid waste, animal control,nuisances, litter, smoking and other related bylaws. You will also be attendingCity of Coquitlam parks and open spaces by foot, bicycle or e-bikes to ensurecompliance with city bylaws.

This role involves educationto the public, issuing warnings and bylaw offence notices, collecting anddocumenting evidence, maintaining accurate file notes and reports, and appearingat adjudication hearings or court as required. The role involves extensivepublic interaction and liaison with property owners, tenants and the generalpublic.

Minimum Qualifications

To thrive in this position,you are an excellent communicator who is skilled at working through challenges,adjusting to new priorities and learning new skills. You are strong atunderstanding and troubleshooting a variety of software; experience with ALPR(automated licence plate recognition) technology is an asset.

A valid Class 5 Driver’s Licence is a requirement for this position.

Completion of the JIBC BylawEnforcement and Investigative Skills Level 1 and Level 2 Certificates orequivalent.

This position is based on a 8.75 hour day with daily hours generally scheduledbetween the hours of 6:00 am to midnight, Monday to Sunday inclusive. Hours andshifts may be altered based on operational need and in accordance with thecollective agreement.

What We Offer:

T his CUPE position has an hourly rate range of $35.59 - $41.91 (2026 rates). The rate of pay is based on a variety of factorsincluding qualifications, knowledge, experience and skills.
