Responsibilities

  • Lead core accounting operations including general ledger, accounts payable, asset accounting, payroll and benefits accounting.
  • Coordinate month-end, quarter-end, year-end close and prepare financial statements.
  • Provide accounting insights to leaders and staff across the organization.
  • Coordinate with external auditors and other third parties and support audit findings.
  • Develop, maintain, and implement accounting policies, practices, procedures, and internal controls.
  • Lead continuous improvement and automation initiatives within Accounting and Reporting.

BC Assessment is currently looking for a permanent Manager, Accounting and Reporting to join our Finance Division in our Victoria office. Location: Victoria, BC Hybrid Work: Minimum 3 days per week in office Competition Close Date: Thursday, October 1st @ 11:59PM Compensation: $122,225 - $149,386 *The salary range provided is based on our current Management salary structure. The successful candidate's placement will consider qualifications, experience, market norms, and internal equity. The typical recruitment range spans from the minimum to the mid-range, with the potential to advance to the maximum through performance-based increases.

Who you are

You are an experienced finance professional and CPA who combines strong financial stewardship with operational excellence and continuous improvement. You possess extensive knowledge of corporate accounting, financial statement preparation, accounting standards and practices, internal controls, audit, and financial systems, along with the ability to lead people and navigate complex financial and operational issues. You thrive in a collaborative, deadline-driven environment where accuracy, sound judgment, and strong relationships are essential. You enjoy partnering with leaders and colleagues across the organization to provide trusted accounting advice, translate complex accounting and financial information into meaningful insights, and identify opportunities to strengthen controls, streamline processes, and improve financial operations. You are comfortable working with complex financial and ERP systems and naturally seek opportunities to improve processes through automation, system enhancements, and more efficient ways of working.

You bring strong communication, analytical, problem-solving, and business-partnering skills, and can build effective relationships with a range of internal and external partners, including auditors and other stakeholders. You work collaboratively with the Manager, Treasury and Reporting to ensure integrated, accurate, and timely financial operations and reporting across the Financial Operations team.

What you’ll get to do

Reporting to the Director, Financial Operations, the Manager, Accounting and Reporting works collaboratively with the Manager, Treasury and Reporting within the Financial Operations team and provides leadership and specialized expertise in corporate accounting, general ledger and accounts payable, asset accounting, payroll and benefits accounting, expense administration, financial systems, financial statement preparation, accounting standards and practices, audit, and related internal controls. This role leads the organization’s core accounting, financial statement preparation, and audit activities and ensures complete and accurate accounting records and financial statements in accordance with accounting standards, applicable legislation, regulatory requirements, and organizational policies. The role partners closely with the Manager, Treasury and Reporting, who leads revenue and accounts receivable, treasury and cash management, banking and investments, and payroll and benefits financial reporting.   • Manages BCA’s core accounting operations and services, including general ledger maintenance, accounts payable, asset accounting and management, reconciliations, payroll and benefits accounting, expense claims, financial systems, and related accounting and administrative services
  • Leads core accounting close activities for month-end, quarter-end, and year-end, including general ledger integrity, reconciliations, accruals, accounting entries, and financial statement preparation, working collaboratively with the Manager, Treasury and Reporting on integrated close timelines and reporting requirements
  • Leads the preparation of financial statements and supporting accounting schedules, including analysis and resolution of accounting matters and variances, and provides accounting insights to leaders and staff across the organization
  • Leads the analysis and preparation of financial statement information and supporting schedules required for external audit and other accounting or statutory requirements, and provides accounting expertise and support for Executive Committee, Board, regulatory, and organizational reporting within the Financial Operations team
  • Coordinates and leads financial and operational audit activities, including planning, organizing, and scheduling requirements for external auditors, internal auditors, and other third parties, and supports the resolution of audit findings
  • Provides accounting expertise, advice, and guidance to Executive, managers, and staff on accounting standards and practices, accounting policies and procedures, internal controls, and complex accounting and financial matters
  • Leads the development, maintenance, and implementation of accounting policies, practices, procedures, and internal controls within the Accounting and Reporting portfolio to safeguard corporate assets and support effective financial governance, coordinating with the Manager, Treasury and Reporting on controls that span both portfolios
  • Supports the planning, development, and implementation of the annual workplan for the Financial Operations team and leads delivery of priorities within the Accounting and Reporting portfolio, coordinating resources and dependencies with the Manager, Treasury and Reporting
  • Leads continuous improvement initiatives within the Accounting and Reporting portfolio, identifying opportunities to strengthen controls, improve customer service, streamline accounting processes, increase productivity, and leverage automation and system enhancements
  • Leads, develops, and empowers employees and contractors within the area of responsibility, fostering an engaged, high-performing team by supporting employee development, performance, and accountability
  • Undertakes special projects and ad-hoc accounting analyses related to the portfolio, as required

This position is excluded from the bargaining unit.

Education

A university degree in business, finance, management or equivalent. A CPA designation and current membership in good standing with the CPA association.

Experience

Seven years' experience including: Demonstrated progressive levels of accounting, financial reporting, and operational responsibility; Experience providing direction and leadership in managing accounting and financial operations teams; Experience with complex financial and ERP systems and financial reporting tools in a mid- to large-sized organization; Experience with financial statement preparation, accounting standards, internal controls, and external audit; Experience in public sector accounting and a unionized environment is preferred.
