M365 / SharePoint Governance and Technical Assessment Consultant

Key Tasks

This role is part of the IT Strategy and Governance team and will collaborate closely with internal stakeholders and subject matter experts across DS&T.

Scope of Work
Phase I – Assessment

Using the existing Microsoft assessment report as a foundation, the consultant will perform a thorough review of our current M365 and SharePoint landscape, including:

Technical Assessment

  • Analyze the current M365 implementation and configuration.
  • Review the existing access and permission management model, including permission structures and user lifecycle processes.
  • Evaluate the overall M365 architecture and configuration.
  • Assess the current SharePoint environment (site volumes, artifacts, structure, storage, etc.).
  • Review what features and services have been activated (e.g., Microsoft Purview) and identify what should be activated to align with best practices.
  • Assess practices for staying current with Microsoft updates and ongoing platform changes.
  • Identify available privacy‑enhancing features within M365 and Purview.
  • Review current licensing model and its alignment to needs.
  • Identify challenges, risks, or limitations within the existing implementation.

Governance Assessment

  • Review the current information governance framework for M365 and SharePoint.
  • Define what an optimal governance model should look like.
  • Identify governance stakeholders across DS&T and clarify roles and responsibilities.
  • Evaluate existing governance processes within DS&T for potential alignment or integration with M365/SharePoint governance.
  • Assess opportunities to leverage other systems to enhance governance (e.g., ECM integration, security tools such as DLP).
  • Determine whether the current licensing model supports the required governance structure.
Phase II – Recommendations

Based on the assessment, the consultant will deliver a set of actionable recommendations covering:

  • Improvements to architecture, configuration, licensing, information governance, and change management practices.
  • A high‑level roadmap and strategy for implementation, including long‑term maintenance and continuous improvement.
  • Prioritized remediation items and quick wins with minimal operational impact.
  • Recommendations for maximizing the value of existing M365 governance tools, particularly within Purview.
  • Guidance on integrating privacy‑by‑design principles across changes.
  • Information governance best practices, with an emphasis on retention, security, and privacy.
  • Identification of internal solutions and processes (e.g., IT change management) that can be leveraged.
Qualifications
  • Proven experience assessing M365 and SharePoint technical environments and evaluating information governance frameworks, with a strong focus on SharePoint best‑practice alignment.
  • Demonstrated experience working in highly regulated environments (e.g., healthcare), with an understanding of associated constraints and compliance obligations.
  • Relevant Microsoft certifications, such as:
  • Microsoft 365 Certified Administrator Expert
  • Microsoft Certified Identity and Access Administrator Associate
  • Certifications related to security, privacy, and information governance.
  • Proven experience and certifications related to SharePoint Online.
  • Current and valid Government of Canada security clearance.
  • Minimum 5–10 years of experience working with M365, SharePoint, and governance frameworks.
  • Post‑secondary education in a related field.
  • Ability to work independently while collaborating effectively with cross‑functional teams.
