Job summary

The City of Kingston is seeking a Learning & Development Specialist to identify training needs, develop and deliver programs, and evaluate outcomes for a wide range of staff. The role supports leadership and staff development aligned with organizational priorities.

Under the Supervisor of Organization Design & Development, you will design programs for onboarding, performance management, succession planning, and compliance training using the LMS, and deliver in-person or blended sessions as

Qualifications

• University degree or equivalent in Education, HR, Organization Development or related field
• Experience with learning management systems and e-learning tools is an asset
• 3–5 years of Learning & Development experience and facilitation of adult learning
• Proven experience in design, development, implementation and facilitation of executive programming
• Experience in corporate environments with training and documentation is an asset
• Demonstrated commitment to continuous learning and improvement

Responsibilities

• Implement and deliver organizational development and learning services to enhance performance and build capability
• Design, develop, deliver, and administer programs in leadership development, onboarding, succession planning and compliance training
• Lead knowledge sharing and consult with managers to establish learning objectives and long-term needs
• Develop learning curriculums across multiple delivery modes including e-learning, in-person, and blended formats
• Ensure documentation and learning tools align with corporate policies and standards
• Maintain training records and evaluate training effectiveness
