Alberta Infrastructure designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals, and government facilities infrastructure meet the needs of Alberta’s population. Reporting to the Manager, Land Planning - North, this position is responsible and accountable for the provision of technical planning services, and for the quality and timeliness of the information and resources provided to the work units and ministries that are served by the Land Planning unit.

The Land Use Planning Property Technologist ensures the delivery of planning services and products through the provision of technical planning knowledge and the effective coordination of technological and data resources within government policies and procedures, approved budgets and recognized planning technologist standards and practices, in support of Infrastructure's operating plan and in line with the Ministry's policies and goals.

The primary responsibilities for the Land Use Planning Property Technologist include, but are not limited to:

  • Reviews and supports decision-making processes to acquire and dispose of unused or surplus properties which are governed by the Government Organization Act, Real Property Governance Act and Post-secondary Learning Act.
  • Ensures all relevant information identifying lands to be acquired and disposed are received and the property titles are suitable for transfers.
  • Aids in the preparation of property assessment reports to ensure they are complete and accurate to enable decisions.
  • Reviews and assists the Manager and Planners to identify any planning issues related to the properties under consideration, such as subdivision, consolidation, and easement/right of way requirements. Interprets existing property encumbrances.
  • Reviews and processes applications for Utility Rights-of-Way and other encumbrances on Infrastructure’s Program Lands.
  • Coordinates ordering surveys, reviews completed survey plans, recommends plan registrations to the Director of Land Planning and undertakes property title separations or consolidations, if necessary.
  • Communicates with municipal planning authorities regarding changes to property titles.
  • Ensures all property title changes are identified to property inventory for updates to the land inventory database.
  • Maintains a Transportation/Utility Corridor (TUC) map inventory which includes acquisition maps, surplus maps and TUC maps in digital or paper form.
  • Aids in the review and processing of applications for Ministerial Consent in the Calgary and Edmonton TUCs.
  • Ensuresrecommended boundary changes to the Calgary and Edmonton TUCs are approved by preparing Recommendations for Order in Council (ROC) to amend the Restricted Development Area (RDA) Regulations.

Qualifications

Required:

  • Two-year technical diploma in a related field (e.g. planning, surveying or cartography)
  • Six (6) years related experience in a planning, surveying or real estate environment


Equivalency:Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Assets:

  • Experience with the Alberta Township Survey System (ATS) and Alberta Land Titles Spatial Information System (SPIN II).
  • Alberta Land Titles and Procedures Manual and the specific procedures for plan registrations and title separations/consolidations
  • Computer Aided Design (CAD) applications and Geographical Information Systems (GIS) applications
  • Interpreting survey and engineering plans (contours, profiles or cross-sections), planning/transportation studies, topographic maps, air photos, technical reports and land titles
  • Interpreting existing property encumbrances and impacts to land use or transfers
  • Legal survey preparation and plan registration process.

Hours of work: 7.25 hours daily / 36.25 hours per week

Location: Edmonton, AB

Term of Employment: Permanent, Full time
